Research On The Problems And Countermeasures Of The Lowest Li Ving Standard For The Urban Disabled

Disabled people are a special group,not only large scale but also vulnerable.According to the second National Disability Survey data,as of the end of 2017,disabled persons have reached more than 80 million.In social life,because people with disabilities have lower living capacity than ordinary people,employment opportunities are relatively low,which limits the standard of living of the disabled to some extent.Social assistance system is the lowest social security system in China,and the minimum living security system is the net of fallback.The system of minimum living security for disabled people is not only related to the survival and rights of disabled persons,but also a symbol of social progress and civilization,which embodies the requirement of socialism with Chinese characteristics in the new era.This part of the large and vulnerable group s,widely aroused the concern of the community,called for us to meet the requirements of the Times,to solve the problems related to the disabled,and constantly improve the minimum living security system for disabled people,the cause of the disabled to flourish.The author mainly uses the literature research method,the investigation law,the case study method,takes the Shanxi province Linfen handicapped person as the research object to carry on the investigation.On the one hand,through the cooperation with the Civil Affairs Department staff,the 17 counties in the urban areas of the disabled people with a sample questionnaire survey,the use of SPSS quantitative analysis of Linfen disabled family economic status,the minimum guarantee policy understanding and satisfaction to explain the status of people with disabilities enjoy the minimum.On the other hand,using the data provided by the Civil Affairs Bureau and the Disabled People’s Federation,this paper further analyzes the status quo of the disabled to enjoy the low subsistence level from the low-income coverage,the minimum investment and other supporting measures.The survey found that there are some problems in the life situation of the local disabled people: first,the standard is too single,the second is the narrow coverage of low-income policy,the third is the low level of awareness of the disabled to low-income policy,four is low premiums access unfair;These problems affect the quality of life of the local handicapped,which is the most important work of the government.Based on the investigation and analysis of the above problems,the author points out that the minimum living security system is imperfect,not refined,the relevant departments do not attach importance to the policies of th e handicapped,and the criteria for assessing the eligibility of low policy holders are not scientific and so on.Based on the local economic development and characteristics of Linfen,this paper puts forward corresponding countermeasures from the angle of government and handicapped.The first is to improve the minimum living security system for the disabled,rationally determine the standard and extend the coverage of the disabled,;the second is to give full play to the government’s leading role,increase policy publicity,standardize the criteria for assessing eligibility;The third is to actively promote the reemployment of the disabled,increase government support,integrate the resources of social institutions,enhance the quality of the disabled.
