| On July 1,2017,Guangdong,Hong Kong,and Macao's governments officially signed the "Framework Agreement for Deepening Guangdong-Hong Kong-Macao Cooperation to Advance the Construction of the Greater Bay Area"(hereinafter referred to as the "Framework Agreement").Determine the development direction and goals for the Guangdong-HongKong-Macao Greater Bay Area.The "Framework Agreement" clearly stated that the cooperation aims to create a world-class Bay Area and a world-class urban agglomeration together with Guangdong,HongKong and Macao.Looking back at the world's three major bays,the port started as a port and experienced several stages of development from port shipping to industrial economy to service economy to innovation.At present,the world's three major Gulf regions have completed this transformation.Since Guangdong-HongKong-Macao Greater Bay Area have targeted the world-class Bay Area,in the initial stage of development,a scientific and rational shipping service system is an important foundation for the development of the Greater Bay Area.This article analyzes the relevant experiences of domestic regional cooperation and the development history of the world's three largest ports.Under the Special Background of "One Country,Two Systems",the Solution to the Problem of Rule of Law in the Shipping Construction of Guangdong-Hong Kong-Macao Greater Bay Area.This article is divided into the following sections:The first chapter introduces the development of Guangdong-Hong Kong,-Macao Greater Bay Area,and the connotation of the “The Great Bay Area” shipping construction.The shipping construction under the “The Great Bay Area” concept is not only the construction of sea transportation,but also the construction of shipping infrastructure and the rational division of ports within “the Great Bay Area”.At the same time,it contrasts the development of the world-class Bay Area and the important role of shipping construction in the world-class Bay Area economy,which leads to the necessity and problems of the rule of law in shipping construction in the Great Bay Area.The second chapter discusses the issue of the rule of law in shipping construction in the Greater Bay Area,and analyzes its legal predicament and root causes.The third chapter focuses on the problems and introduces the cross-regional management model under the administrative agreement in the New York Bay Area,the division of labor and cooperation under the guidance of the rule of law in Tokyo Bay Area,and the dispute resolution mechanism of ASEAN.The fourth chapter adopts the previous chapter to study the rule of law mechanism of the regional economies outside the region,and proposes ways to solve the problem of the rule of law of shipping in Guangdong,Hong Kong,and Macao,as well as the overall regional cooperation and rule of law. |
