Getting Out Of Predicament Of The Major Candidates In Rural Election

Agriculture,rural areas and farmers has always been the focus of the country.Since 2004,the Central Committee of the Communist Party of China released 14 years in a row of central file No.1 with the theme of "three farming",highlighted the priority status of "agriculture,rural areas and farmers" in China's socialist modernization period.In particular,the strategy of rural revitalization was put forward in the report of the 19 th CPC National Congress,stressing that it should strengthen the construction of rural grassroots organizations and improve the rural governance system which combine autonomy with the rule of law and rule of virtue.Therefore,the rural governance of socialism with Chinese characteristics for a new era faces new opportunities for development.As an important activity of villager autonomy and rural governance,the general election of village committee is the core content and key link of the villager autonomy,and it is an important event in the democratic system construction of our country,especially the grass-roots democratic autonomy.Also as an important foundation and premise,it's the inevitable request of promoting rural grassroots democratic political construction and strengthening the Party in the countryside ruling foundation,and it is also the basic and most effective way by which the farmers can directly exercise their democratic rights in accordance.The election of the village committee has been around for nearly four decades since it produced.It has made the villager autonomy being systematized from the exploration stage gradually and played an important role in the construction of democratic system at the grassroots level.However,villager autonomy also emerged some problems such as a lack of rural elites,the interference of various social and family forces in the elections and the factional competition among candidates,which seriously affected the normal development of villagers' self-government activities.From the development process and successful experience of rural governance,the general election of village committee is effective or not embodies whether the extent of the villagers' autonomy is deep enough,whether the effect is good enough and whether the autonomy is perfect enough.Therefore,the study of the general election of village committee is of practical necessity and important theoretical significance to promote democratic autonomy at the grassroots level.Guided by the theory of civil society participation,this paper is a case study of the village committee general election of X township in N county,Sichuan province.Withthe main basis of the 10 th practice of village committee elections of X township in N county,it explores the subjective and objective causes of the predicament which the candidates suffered in the process of campaigning in the election,through on-the-spot investigation,data analysis and rational analysis.On the basis of this,we further explore the path of the candidates to get out of the dilemma,so that the villagers' election will be more perfect in the process of village self-government.The paper consists of five parts:The first part is the introduction.This paper gives the interpretation of the research purpose and significance about village committee general election,and reviews the domestic and foreign scholars' standpoints on the research achievements of village committee general election related issues,as well as defines the core concept of the village committee general election and candidates,and introduces the basic theory,the research methods and the emphases,difficulties and innovation points of the research.The second part is the reality of the candidates in the village committee general election of X township in N county.It summarizes the basic situation of sample N county and X township,describes the overall results of tenth village committee election in the N county,and details the specific procedures of the tenth village committee election in X township.It also describes the basic situation of the candidates in the X township village committee elections.Meanwhile,Based on the empirical research,combined with the first-hand information and data,it makes a brief analysis of the X township villagers committee election results,to further thinking about the problems and the way to solve.The third part is the dilemma of the candidates in the village committee election of X township.Through deeply analyzing the village committee general election results of X township,it digs out the underlying problems hidden beneath the surface and further explores the dilemma that the candidates faced in the election campaign,and then finds its weaknesses in personnel structure,salary structure,election rationality,electoral equity and supporting degree.The fourth part is the analysis of the causes about the dilemma of the candidates in the election of X township.According to the specific difficulties what the candidates suffered in the village committee elections campaign in X township,the paper points out that there are five reasons resulting in the dilemma.They respectively are the insufficient of the rural self-construction capability,insufficient government financial support,pursuing continuous interests of previous cadres,factionalism competitive because of family interests,a shortage of candidate's personal prestige.The fifth part is the way to get rid of the dilemma.Combined the difficulties what the candidates encountered in the village committee elections of X township with the causes of their plight,this paper comes up with the countermeasures to deal with these problems from the aspects of institutionalization,financial system,and supervision and management mechanism etc.Namely,to improve the rural self-construction capability,increase government financial input,strengthen supervision,create serious election ethos and promote personal prestige is the major breakthrough for seeking the path to get rid of trouble.As a whole,starting with the candidates in the village committee general election,this paper makes the election winner to be the research subject.And through the empirical research,it collected and sorted out the relevant information of the elected village director in the general election.This paper is based on the backward inference method that the existing problems and the forming reasons in the election can be inferred from the election results,and selects X township as a case,to explore the effective path to get out of the plight in the villager autonomy,and to promote the construction of the democratic politics of the grass-root society.
