Research On Operations Of Village Affairs Surpervision Committee In Heilongjiang Province

Along with reform and opening policy and the great changes in rural social structure,interests pattern,the advancement of new rural construction and urbanization,the rural grass-roots democratic ideas,participation and supervision of village affairs have been greatly heightened.At the same time,a lot of money and resources come into the countryside,the village cadres to intercept,withhold,arbitrage,embezzlement and corruption,etc,exposing the rural grass-roots democratic supervision is imperfect problem and becoming an important reason for disadvantages of rural social contradictions.Strengthen the study of rural grass-roots democratic supervision can improve the level of village democracy autonomy,promote rural social harmony and stability,promote rural economic and social development,thus making of great importance.In September 2012,the ministry of civil affairs,the central commission for discipline inspection,the central organization department,the central agricultural,the central civilization office,ministry of public security,the ministry of justice,ministry of finance,the ministry of land and resources,the ministry of agriculture,the state population and family planning commission,the state bureau of 12 ministries and commissions such as jointly issued “on further strengthening the views of the village-level democratic supervision”,establish village committee have raised the clear requirements.In October 2015,the department of Heilongjiang province,the provincial party committee organization department of Heilongjiang province jointly issued the notice on establishing and perfecting the village affairs supervision committee(Heilongjiang People [2015] NO.174),at last,spreading all over the village of the province.At present,the province's 8970 administrative villages have set up the village committee.Through analyzing about the village committee of Heilongjiang province's body working,staffing,remitting,it is very clear to exhibit that there are still existing some question in the construction of initiating lackless,practical,supervision,and boundary,and asymmetric information problem.Farmers democracy consciousness lag,supervision means a single,imperfect supervision mechanism,insufficient supervision and safeguardmeasures,disciplinary punishment system don't match,and so on are the key reasons.To solve these problems and its reason,we must based on Heilongjiang province rural grassroots democratic supervision work reality.This article from the village committee staff composition,supervision authority,methods and system mechanism,the job security dimension design system such as train of thought,the specification village affairs management,consummate the management of village cadres,creating the atmosphere of village affairs and democratic supervision,establish village committee democratic supervision,etc,have a in-depth exploration,so that the supporting measures and the system itself is an effective operation mechanism,to promoting the village-level democratic supervision work preferably,promoting grass-roots democracy management level easily.This study,focusing on literature retrieval method,comparative analysis,interdisciplinary research method,and questionnaire method for research,is putting forward to solve the problem about construction of the village affairs supervision committee of Heilongjiang province,thus using theory into practice successfully and making a grate process on study.
