The reform of the administrative system, and the strategic objectives of building aservice-oriented government are the important strategic target in China. As the part ofour government agencies, civil servants are the main force to build a service-orientedgovernment. Their behavior and quality are the key factor whether the service-orientedgovernment’s target is success or not. At present, it is an important task for the Chinesegovernment to strength the management of civil servants’ behavior. However, in thetraditional managerial practice, it is usually focused on task performance, which hasbeen unable to meet needs of the current administrative reform. Civil servants need totake the public interest as the starting point, and make beyond the scope of their ownwork initiatively, but act contextual performance, which is benefit to the organizationand the public.Therefore, this paper researches on civil servants’ contextual performance. Firstly,comprehensively comb contextual performance at home and abroad, and define themeaning and dimensions of civil servants’ contextual performance. On this basis, knowabout the current situation of implementing contextual performance by the questionnaire,which is compared with civil servants’ request behavior in building service-orientedgovernment, and summarize the problems at present, analyses the causes of deficiencies,and ultimately, put forward the strategies to improve civil servants’ contextualperformance behaviors, thereby achieve the goal of building service-orientedgovernment.
