Reengineering Of Integrated Emergency Response Process Between People’s Armed Police And Local Governments In Three Gorges Reservoir Region

Along with the progress of economic and social construction in China,the Three Gorges Reservoir Region,as an area with development priority,has to deal with a growing number of emergencies in the wake of increased burden of people,logistics and traffic.Meanwhile,the requirements for and difficulties in emergency response are also improved.It is urgent to strengthen the integrated emergency response system between People’s Armed Police and local governments.In this context,the current situation of the integrated emergency response process between People’s Armed Police and local governments in Three Gorges Reservoir Region was analyzed in depth.The operation of three key processes including information support,personnel support and material support was investigated.Some prominent problems,such as low efficiency of existing integrated emergency response process,lack of perfect laws and regulations,and lack of effective implementation,were dissected.To solve these problems,the concept of reengineering,as an idea of management,was introduced.By centering on process and relying on information network technology,the author explored the theoretical and practical possibility of establishing a new integrated emergency response mode in Three Gorges Reservoir Region that includes the centralized control mode of information flow,the joint support and up-front mode of personnel,and the distribution mode of materials.Moreover,based on the reality in work,the author proposed the countermeasures and suggestions for consolidating and improving the results of reengineering,such as changing traditional ideas,improving legal system,improving organizational structure,promoting information construction,and increasing the intensity of training and exercise.These efforts lay a solid foundation for effectively taking advantage of the integrated emergency response system between People’s Armed Police and local governments,optimizing the integrated emergency response process,and completing a variety of delicate tasks in Three Gorges Reservoir Region.At last,the author summarized the findings,the deficiencies and opportunities for improvement in the present study,as well as the prospect in future studies.
