| The Three Gorges Reservoir Region of the Yangtze River involved in counties and cities flooded by Three Gorges reservoir and Immigrant Reconstruction areas, Lie in the end of the upper reaches of the Yangtze River. For building the Three Gorges reservoir, there are many flooded cities, towns and large population is involved, Immigrant Reconstruction areas are mainly besides the flooded areas. The area of Three Gorges is located in the area of gorges and valley, the mountain land is in the majority, so the land utilizes capacity is limited The urban construction condition is not good, the stability is bad, the geological calamity of landslide, collapsing etc. is serious, the rock stratum of the ground is broken, it is weak to bear the weight of strength, the slope is high and precipitous. Because a large amount of good land has already been flooded, and the geological calamity spread all over, There are many difficulties to build Immigrant Reconstruction areas. The phenomenon that bring out landslides in the course of construction occurrence very commonly, some county towns have to exchange the location many times, which cause very heavy losses.Because the problems of landslides calamity in the reservoir area are very outstanding, have affected the work of building-up in immigrating area seriously, the government has already invested a large amount of fund to cure landslides, How to prediction, prevention and cure of the landslide calamity of the reservoir area become a relevant scholar's research focus . But the research is mainly limited to prediction and project means, and it is not paid enough attention to how land use change influence landslides after reconstruction. Some counties don't selecting new site based on the local special circumstances, or fully consider the connecting between the land use way and landslides, then appraise the suitable level of land use , and according to the appraising result to guide the land use planning, as a result ,they select the fault sites. Badong County of Hubei Province has build their new city on landslides body twice, and bring out landslides in the course of construction. So, in order to summarize the experience and lessons, offer the theoretical foundation about land use planning for the immigrating area, it is necessary to discuss the questions that how land use affect tolandslides, and how to coordinate the contradiction about land use in the landslides area. In this paper, the author puts forward some plain views in this respect, and take Badong County, which is one of counties that reconstruct most difficultly, as an example, and did some tentative research in terms of land use suitable level appraising and harmony problems of land use in the landslides area.On the basis of a large number of materials and a lot of on-site inspections, mainly have following conclusion:1. Put forward and prove that land use or artificial activity is one of the most important factors that affect the landslides calamity at present.2. Have described in detail the mechanism how various kinds of land use wayinfluence to landslides, discuss the different way that every land use type affect to landslides at first time.3. .Take new country-site town of Badong as an example, combine the both functions of the urban construction and geological environmental protection of the ecology , consider the ground form Nearly all factors that affect the city construction, use the Analytical Hierarchy Process to divide the application level, then, accord the level put forward a ideal scheme for the new urban land use planning.4. The new country-site town of Badong has already built up and land resource is very lack in the area, the ideal one can only be seen as the theoretical direction. So, base on current situation of Badong, point out four questions that exist. Then, proposed the new urban coordinating land use scheme, to offer scientific basis for the land use planning.
