Study On Online Car-hailing Services Management Of The Grassroots Government

In recent years,the car-hailing equipped with innovative “Internet+” technologies has rapidly developed throughout the world.The car-hailing used new technologies such as big data and cloud computing to effectively improve the information asymmetry in the traditional rental passenger transport,improve passengers' riding experience and improve travel efficiency.It revitalized the idle resources of the society to a certain extent and promoted the increase of employment in the rental industry.The car-hailing is popular with the people,while people travel is also more convenient because of the appearance of the network about the car.However,the emergence of car-hailing has also brought many problems.At present,China has promulgated the "Interim Measures for the Administration of Online Taxi Booking Business Operations and Services".This departmental regulation puts forward many policy measures for the management of online travel vehicles,and it also formally determines the legalization of car-hailing.However,after the country has formulated specific rules and regulations,local governments still have much room for discussion in formulating their own detailed implementation rules and specific management practices.This has also caused widespread discussion among the public and academic circles.Based on the theories of market failures,public interests,and government management failures,this paper uses literature research,comparative analysis,and empirical research to study the grassroots government management of car-hailing.This paper take Shuyang county car-hailing management as an example.First of all,through the comparison and analysis of traditional taxis and car-hailing,the author concludes that car-hailing have the characteristics of integrating “Internet +”,rapid development,undertaking public transportation functions,and participating in diversified subjects.These characteristics have led to the emergence of market failures,inadequate protection of the public interest,the formation of monopolies in the industry,and unbalanced interests in car-hailing service.From the perspective of market failure and its own characteristics,the traditional taxi management model can not be applied to car-hailing management.and then,the author proposes that the management of car-hailing management is inseparable from scientific and sound management policies,advanced management techniques and facilities,and an efficient and diversified supervision channel.Secondly,after analyzing our country's management policies of car-hailing,the author concludes that the local government has the authority to formulate local management policies,permit approvals,supervision and management,and execution of administrative penalties in the management of car-hailing.However,many local governments have imposed strict restrictions on the access of the car-hailing industry.Therefore,when the grass-roots government formulates local rules.It is necessary to improve the policy content in line with actual management needs.Thirdly,after researching the current status of car management in Shuyang.it is concluded that the following problems exist in local car-hailing management: First,the local management rules are not formulated in a timely manner and lack of autonomy;second,the industry access and price management in local rules.,penalties and other aspects of the system need to be improved;Third,the traditional management system,the management of the main body of the powers and responsibilities is not clear;Fourth,the lack of necessary information collection,quality and safety can not be guaranteed;Fifth,supervision and implementation efficiency is low.After analysis,it is believed that the main causes of these problems are: First,there is a deviation in ideological understanding;Second,insufficient attention is paid by the government;Third,management facilities cannot keep up with demand;Fourth,lack of management personnel and management technology are backward;Fifth,market environment is not Good for management.Finally,based on the analysis of the network management system and the management status of the network management system in Suiyang County,this paper puts forward the suggestions to improve the management of the local network vehicle,that is,to highlight the public interest and establish the concept of service-oriented government;to scientifically formulate local rules;to improve the management system.Promote the linkage of departments;Accelerate the construction of management facilities,and achieve the sharing of information with the platform;Improve the oversight mechanism of government management.
