Study On Residents' Participation In Public Security Management Of Urban Community

The community is the cell of the society and the city,it is the foothold of the social management service of the public security organ and the point of focus.In recent years,the grassroots community in public security management gradually play a more and more important role,how to better innovation community management system and operational mechanism,enhance the capacity of grass-roots public security management and services,has become a public security organ in the new period is an important content of community policing.At present,our country enters into an important period of economic development,the police force resources are very limited,but the task of maintaining social security is increasingly heavy.For many years in the process of continuous promotion of the construction of community policing in China,we realized that people's support for the police plays an indispensable role in urban community public security management.Not only the relationship between police and residents but also residents' participation play a key role in building the harmonious and stable community public security environment.Community residents generally complain about public security environment,while in the face of public security problems,they have a matter claptrap of psychology,and take evasive attitude.As a result,they take less active participation in public security management.Because the public security problem often originates from human behavior,it can reduce the contradiction and negative factors of community security from the root cause by guiding the more extensive residents to participate in community security management.In order to create a good public security environment,through the active participation of residents,it can effectively prevent and control the problem of illegal crime and achieve a win-win situation for the police and the people.In order to better understand the status quo of residents to participate in the public security management work,understand the enthusiasm and attitude of residents to participate in community public security management,the author through the designed questionnaire,A community residents of the street to the R city has launched A about community residents to participate in the administration of public security investigation.Through research,it is found that most of the residents in the city have jobs,and when time permits,there is still a willingness to participate in community policing.Residents' participation in community security management mainly includes: stopping the illegal activities that are happening;Providing security information and case clues to public security organs;Cooperate with public security organs to carry out case investigation;To carry out knowledge publicity for the prevention of illegal crime;To help the public security organs to prevent illegal and criminal ACTS.In the participation of residents,there are problems such as unbalanced age structure,low participation of residents,lack of professional competence of participants and insufficient funds guarantee mechanism.Although the residents have a passion,but the spirit is willing but not enough,often can not really play a role.Through analysis,found the main reason is: the residents to participate in the lack of driving force,community members belonging is not strong,the lack of communication negotiation residents to participate in the content,the assessment of community policing,unreasonable,and so on.In view of the above problems and cause analysis,the author try to from two aspects of community residents themselves and the government and the public security department to discuss how to improve the residents to participate in the possibility and ways and countermeasures are put forward.First,strengthen the relationship between the police and the people and enhance their sense of identity;Second,increase security and formulate incentives;Third,enrich the participation form and promote the participation of residents;Fourth,the reasonable appraisal mechanism,let the civilian police really penetrate the community.
