In the information age,residences' dependence on the Internet is increasing continuously.The Internet not only brings convenience to people's lives,but also improves their working efficiency.Currently,China's government work has introduced the "Internet Plus" management.Particularly,the "Internet Plus Government Affairs Service" as well as the reform of administrative examination and approval system has shown a tendency of gradual integration.However,due to the fact that the reform exploration is still in the primary stage,it is still facing many practical difficulties.Under this background,in order to explore and utilize the "Internet Plus Government Affairs Service",open up the isolated information island,reduce or avoid unnecessary "running errands" of the masses and enterprises among various administrative departments,and implement the transformation from the passive service to the active service,this thesis takes Shijiazhuang Administrative Examination and Approval Bureau as the research object,applies many main researching methods(the literature analysis method,the questionnaire survey method,and the comparative analysis method),and conducts the research aiming at the "Internet Plus Government Affairs Service".First of all,it mainly takes the data platforms including CIKI,Wangfang,and Vip as well as many keywords including the "Internet Plus","Government Affairs Service" as the searching object,makes a deep study on the relevant searched literatures,conducts the summary and definition on relative concepts of "Internet Plus Government Affairs Service",and analyzes the relevant theoretical basis.Then,it applies the method of issuing the questionnaires to conduct the on-the-spot visiting survey to the staff of Shijiazhuang Administrative Examination and Approval Bureau as well as the people who come to handle the business.Through analyzing the basic status of the online government affairs service of Shijiazhuang Administrative Examination and Approval Bureau,it finds many problems,including the insufficient access points,the incomplete function,the low recognition from the people,the delayed information exchange,the poor user experience,the unshared resource data,and the inhibited approval process,etc.Subsequently,the corresponding causes of the problems are analyzed.Then,through the comparative analysis method in combination with the reality of Shijiazhuang city,it analyzes many enlightenments of the successful domestic and foreign government affairs service under the background of "Internet Plus".The enlightenments are as follows: paying attention tothe system's integrity of the government affairs service,the openness of government information,and the safe sharing of electronic data and resources;optimizing the function of portal website and enhancing user experience constantly;providing convenient,efficient,and high-quality government service.Finally,aiming at the problems existing in the development of "Internet Plus Government Affairs Service" in Shijiazhuang Administrative Examination and Approval Bureau,it puts forward the corresponding optimization measures,including optimizing service function,improving service efficiency,optimizing management system,strengthening performance assessment,improving infrastructure,and promoting resource integration.It is hoped that it can be used for reference to promote Shijiazhuang City's construction for the service-oriented government,the efficient government,and the intelligent government,improve the efficiency of public affairs,and promote the people's supports to the government.
