Community foundations are an important form of promoting social governance and charitable innovation.It aims to solve community problems and raise community public services and charitable philanthropy by raising local funds and funding projects.The rapid development of community foundations is advocated by central social governance policies and promoted by governments at all levels.By the end of 2017 the number of Chinese community foundations had reached more than 130 and 72 in Shanghai.It can be said that the community foundation has formed a unique development track and operation mode of the local community and initially has the industry ecology of the community foundation.However,when the perspective of observation from the macro level of the industry ecology to the micro level of individual organizations,it will be found that the development of community foundations faces a deep dilemma.This paper conducts a comprehensive survey of the Shanghai Community Foundation through the literature research method and interview method,questionnaire survey method,At the same time,it deeply explores its operational effectiveness,governance structure and practical dilemma according to the new institutional school theory in organizational sociology and resource dependence theory.The main findings of this study are as follows:First,The Shanghai Community Foundation has achieved rapid development since 2014 from the time dimension,The regional distribution of the Shanghai Community Foundation is uneven from the spatial dimension,and the overall performance is administratively driven.Second,the community foundation's board of directors has no decision-making power under the administrative-driven model,the governance structure is mainly characterized by external governance instead of internal governance,and the administrative power mainly infiltrates the community by controlling the way the community foundation council and the Secretariat staff.Third,the internal and external environment of the Community Foundation has led to community organizations' practical difficulties in the operation process,such as virtual councils,weak secretariats,community suspension and weak fundraising capabilities.In addition,This paper proposes both internal and external aspects for the healthy development of community foundations.Among them internal professional operations include clear functional positioning,independent operation,professional team operations,etc.;the outside includes building partnerships with governments,community residents and relevant social organizations.
