How to solve the problem of insufficient residents' participation has always been the dilemma in community governance,and a lot of research has been done in both academic and practical circles.With the innovation of community governance,Shanghai is at the forefront in this regard.In this context,this paper attempts to find a feasible path for residents to participate through bottom-up deliberative democratic intervention experiments.The so-called democratic intervention experiment is to encourage residents to participate in the public affairs of the community in an equal and free manner through the power of external intervention and the enthusiasm of the bottom-up to stimulate residents' participation.Based on the summary reflection of the participatory democratic theory,this paper divides the intervention experiment into two steps.First,select the four communities Q,L,Y,and D to establish a formal contact channel between the residents and the neighborhood committee in the way of the proposal contest.Then in the Q community,the neighborhood committee convened the residents to negotiate and make decisions on the discussion platform.Throughout the process,the author conducted participatory observation as a bystander and conducted in-depth exploration of the residents' participation process.This intervention experiment is to provide the opportunity for all residents to participate directly as a logical starting point.Based on the reflection on the self-governance fund of L Street,through the intervention experiment,the author found:First,self-governance fund was introduced into the community as a new governance technology.However,the operation results of the self-governance fund were not satisfactory.This top-down community self-government innovation model still has a strong administrative color.The top-down action model can only be implemented at the level of the neighborhood committee,and it does not infiltrate the residents.Therefore,the bottom-up exploration is carried out.It is very important.Second,the bottom-up residents' participation path depends on the governance basis of the existing neighborhood committees and the cognition and attitude of the neighborhood committees.Only under the premise that the neighborhood committee has a good governance foundation and the attitude is open,the residents' participation motivation can be easier to convert into action.As the most legal existence in the process of community governance,the neighborhood committee is still the core variable and organization carrier that influences the bottom-up residents' participation path.Third,the bottom-up resident participation path includes three important links:towards residents,empowering residents,and responding to residents.Towards residents refers to providing residents with a channel for public opinion expression.This formal,regular channel is conducive to motivating residents to participate.Empowering residents is to build a platform to enhance residents' ability to negotiate.Responding to residents is to break the problem of information asymmetry between residents and the neighborhood committee,so that they form a good two-way interaction.Fourth,the community elites and the self-organization of the community are important factors that influence the benign operation of the bottom-up residents' participation path.Finally,this paper attempts to construct a participation chain with public opinion channels,discussion platform,rules of discussion and feedback channels of residents' committees as the important links.On the basis of this,along with the improvement of residents' participation ability,the whole community participates in the direction of benign interaction.
