| Community correction is a different method of execution of punishment from imprisonment.Because the object of management is criminals serving sentences in the community,the community correction management is different from the general administrative management.The main body of management is judicial administrative organs and other institutions.Social forces,The objects of management are the five types of criminals who have been sentenced to punishment(control,probation,parole,temporary execution outside prison,and deprivation of political rights and execution in the community).The objects of management mainly refer to community correction,community supervision,and rewards and punishments.Community correction management should not only follow the provisions of laws and regulations,but also take fully into account the personality psychology,human rights protection and rehabilitation of prisoners.After more than ten years of practice and exploration,the community management in China is now in a period of rapid development.While some achievements have been made,there are also some deficiencies.Hainan community correction management started late and developed relatively slowly.There are many shortcomings in the community correction management system,infrastructure,team building,and social participation.It is urgent to solve and improve.The purpose of this study is to find out the deficiencies in the management of corrections in Hainan community and to propose feasible countermeasures to promote the development and progress of correction management in Hainan community.This thesis studies the problem of penalty execution management from the perspective of public administration,which has a certain innovation.By means of literature research,qualitative and quantitative research,comparative analysis,case analysis and interdisciplinary research,this paper analyzes and studies the current situation of the management model of community correction in China and the management of community correction in Hainan Province.It also focuses on analyzing the six major problems in the management of community correction in Hainan Province:the inadequacy of the system,the insufficient construction of the correction team,the imperfect supporting equipment,the single form of correction and the ambiguity of the procedures,the insufficient participation of social forces,and the regulatory defects.Through drawing lessons from the more successful experiences of unified and coordinated work of established institutions at home and abroad,hierarchical treatment,participation of specialized social forces,environmental correction,and information monitoring,It is proposed that Hainan community corrective management work should be improved in terms of system and infrastructure construction,corrective management main body construction,corrective process improvement,supervision,rewards and punishments,and specifically,13 improvement measures.These countermeasures are in line with Hainan province conditions and have strong feasibility.It is helpful to open up new ideas and make further development for Hainan community correction management. |
