Study On The Implementation Of Power List System In Fuzhou Civil Air Defense Office

In order to speed up the construction of the rule of law government and service-oriented government,improve the governance system,the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,put forward a major reform measure of"implementing the power list system of local governments and their working departments at all levels,opening the power operation process according to law".The government,as the agent of public power,is not only a Institutional arranger,as well as the actors to promote reform.In March 2015,the Central Office and the State Office issued the Guiding Opinions on the Implementation of the List of Powers System for Local Government Work Departments at All Levels,which specifies the basic requirements,time arrangement and matters needing attention for the full implementation of the List of Powers system.The implementation of the List of Powers system is an important measure to comprehensively the reform of the market economy system and improve the socialist rule of law system in the context of the new era.It is of great significance to optimize the transformation of the government's own functions under the background of administrative simplification and decentralization,as well as to build the National governance system and upgrade the modernization of governance capabilities.This paper mainly focuses on the causes of the problems in the implementation of the power list system of Fuzhou Civil Defense Office,using the method of literature research,combs and summarizes the research situation of the power list system at home and abroad,and elaborates on the related concepts and theoretical basis.Then from Present situation of the domestic and local implementation of the power list system,Based on the existing research results,this paper analyzes the implementation of the power list system in mainland China by using the methods of literature research and case analysis to extracts the results and experience.Through a comparatively comprehensive empirical analysis,-this paper argues that there are some problems in the implementation of the power list system of Fuzhou Civil Defense Office,such as the dilemma of ideological transformation,the supervision mechanism and supporting system is imperfect,the lack of clear division of authority between higher and lower levels,and channels for information communication and feedback is unsound.Through case analysis and comparative analysis,this paper analyzes the causes of these problems,such as the negative impact of traditional administrative culture,incomplete internal and external system structure,deep restriction of current administrative system,imperfect implementation environment,etc.At last,this paper tries to put forward policy recommendations,such as improving ideological awareness,improving internal and external supervision mechanism,and strengthening inter-departmental communication and cooperation.
