The Research On The Improvement Of Firefighter's Service Capability In X City

The service capability of firefighters plays an important part in public service capability of government,and it is also the most specific presentation that the government is making transition to a service-oriented government and practice its notion of governing for the people.Its improvement and further perfection is a process needed long-term accumulation and dynamic control,especially in the field of fire fighting and emergency rescue.New requirements has been raised in the new era.The desire of people for the improvement of fire service capabilities to be more urgent.With the rapid development of the economy and society and the constant advance of urbanization road,high-rised buildings,large-scale urban complexes,large-scale commercial markets,wholesale markets,logistics warehouses,and large-scale oil refineries have emerged.Meanwhile,some densely populated places such as subways,high-speed rails,airports have also emerged a lot.Various disaster-causing factors are constantly increasing as well as the difficulties to prevent the fire,the risk of fire fighting is becoming more and more severe,which have posted higher requirements and new challenges for the firefighters to conduct their fire fighting and emergency rescue work.Therefore,how to protect lives and property of the people more effectively,how to reduce the casualties of firefighters and improve the capability of fire services,and putting forward feasible suggestions and ideas for firefighting work are the purposes of this paper.The new public service theory,collaborative governance theory and emergency management theory and other related ideas are used in this paper.Through the analysis and study of firefighters' service capability in X city,the analysis process is mainly based on the structure of "what is the status quo","why" "how to do".In this paper,firstly,the service capability of the firefighters is defined.Secondly,the related concepts and theoretical basis of the firefighters' service capability are expounded.Then the service capability of firefighters in X city is comprehensively summarized.The good aspects and existing problems and deficiencies are pointed out and the reasons for the problems and deficiencies are analyzed.At last,the good practices of the United States,Japan and other developed countries in the fire service work are borrowed to put forward the suggestions and good methods for the improvement of the service capacity of firefighters in X city.
