Research On The Legalization Path Of Rural Social Governance

Rural social governance is a basic section of social governance.The level of rural social governance has a direct impact on China's social governance system and governance capacity as well as social stability,harmony,and security.In the report to the19 th National Congress of the Communist Party of China(CPC),General Secretary Xi Jinping proposed that "we should improve the rural governance system that combines autonomy,rule of law and rule by virtue”.Combined with the current situation of local social governance,the existing management model can no longer meet the needs of rural governance.The true realization of rural social governance is to realize the rule of law through the transformation of a procedural system and entity system.The construction and development of the rule of law in Chinese social governance has gone through the transformation from the initial stage to the consensus.It faces problems such as unclear power and responsibilities of grassroots governments,and legal awareness and legal concept of grassroots government officials.This paper takes the practice of legalization of rural social governance in Zhaoyuan city as an example to understand and grasp the connotation of rural social governance from the perspective of theory,follow the rural development reality,radiation rural village,rural affairs,rural finance,etc.,in view of the countryside due to the unstable and masses relationship,new countryside,rural social environment governance,management of rural social poverty,rural social organization management causes such as the present stage of rural social governance problems existing in the construction of rule by law.From the aspects of public administration and public affairs,we should explore an effective mode of rural social governance under the rule of law,improve the socialized,legalized,intelligent and professional level of social governance in Zhaoyuan city,and build a social governance pattern of co-construction,co-governance and sharing by the whole citizens.The rule of law in grassroots social governance is a systematic project,which involves not only the transformation of the roles of stakeholders,but also the innovation of ideological concepts and cultural cultivation.We should do much more work to realize the true realization of rural social governance.
