| Cloud computing is the core of the next generation information technology revolution. It is a service delivery model innovation that uses the Internet to provide virtualized resource services to users with ultra-large-scale computing and storage capabilities, virtualization, scalability, and on-demand services.Key features and advantages such as flexibility.Combining e-government with cloud computing technology can solve the problem of "individual politics, fragmentation, chimneys, and information islands" that have long plagued China’s government informatization construction. As a pilot province for national e-government construction,Shandong will build a cloud platform that meets the needs of provincial and municipal e-government needs by 2020,and complete the migration of business application systems at all levels to the cloud platform, achieving more than 98%of provincial and municipal levels. The e-government application is deployed on the cloud platform to basically realize interconnection and information resource sharing, and initially solve problems such as redundant construction, information islands and information security. The main research of this paper focuses on exploring the key factors affecting the continuous use of e-government cloud by government departments and its mechanism of action.Firstly,it summarizes the related theories of information system use behavior,e-government cloud and willingness to use,and clarifies the entry point of this study. To lay the foundation for subsequent research;then based on the continuous use of the information system model and the success of the information system model, combined with the existing research on the continuous use of cloud computing technology and the technical characteristics of the e-government cloud itself, the characteristics of using new technologies from the government departments and Based on the current situation,a model for the government’s willingness to continue to use the e-government cloud is constructed. Then, based on the model,a questionnaire on the influencing factors of the government’s e-government cloud’s willingness to continue to use is designed, and the government of Shandong Province is the target of investigation. The provincial and municipal government departments conducted surveys to verify the validity of the theoretical model. Finally, the KANO model was used to verify the empirical model of the e-government cloud’s willingness to continue to use,and to classify and prioritize the e-government cloud service user needs.Sort,Bring useful inspiration to the policy-making department and point the cloud service provider to the future direction. The innovations of this paper include:First,it analyzes the issue of the willingness of our government departments to continue to use the e-government cloud. The existing research mainly focuses on the technical structure and advantages and disadvantages of the e-government cloud, and it lacks pertinence to the government departments in the Chinese context. This study takes the government departments of China as the empirical object, and the research conclusions are more targeted.Second, integrate different information system usage theories to propose a continuous use model of e-government cloud.Based on the theory of information system use and the characteristics of e-government cloud, this study constructs a model of the influencing factors of e-government cloud continuous use willingness.Third, based on the KANO model, the empirical analysis is tested to classify the requirements.Combining empirical research with the KANO model not only tests the e-government cloud’s continuous willingness model, but also classifies user needs and provides a deeper reference for cloud service providers. |
