After the disintegration of the bipolar structure,the traditional security marked by military,political and territorial factors has gradually weakened,while the non-traditional security represented by terrorism,drug smuggling,transnational crime.major infectious diseases,financial security and ecological security has become increasingly prominent,and has gradually become an important factor threatening regional security and stability.With the continuous advancement of globalization,marketization and informationization,the connection between countries and regions has been strengthened,and non-traditional security issues have become more prominent.Rural areas in frontier,as a marginal area of national territory,are transitional areas between the state and the state.They belong to the frontier of foreign security threats and are the focus areas where non-traditional security issues erupt at present.As rural areas in frontier,are the main components of frontier areas and the cornerstone of frontier security and stability,they play a strategic role in defending inland areas and radiating surrounding areas to a large extent from the perspective of geographic attributes.Therefore,it is of great significance to solve the non-traditional security problems in border villages for consolidating the security of the interior and optimizing the surrounding international environment.Taking H village in Yunnan as an example,based on the case study,this paper analyzed and discussed the origin,characteristics,governance status,prominent problems,causes and countermeasures of non-traditional security to rural areas in frontier,trying to find an effective way to deal with non-traditional security problems of rural areas in frontier.Through the investigate and survey of H village,it is found that the non-traditional security problems of rural areas in frontier are occasional in time,transnational in space,extensive in content and diversity in actors.Although H village has achieved some success in the process of non-traditional security management,it still faces three non-traditional security problems,which are the "three non-traditional" personnel,drug overflow and environmental deterioration.However,the lagging construction of frontier prevention and control system,the grim situation of anti-drug and anti-drug control,the fragile ecology and extensive production,the weak collective governance body and the imperfect governance mechanism of non-traditional security problems are the important factors for the long-term existence of non-traditional security problems in H village area.Therefore,in order to effectively tackle the non-traditional security problems of rural areas in frontier,it is necessary to incorporate the governance of non-traditional security issues in frontier villages into the scope of national governance and global governance,to build a security governance pattern of co-construction,co-governance and sharing,to strengthen the construction of border prevention and control system,to build a layout of anti-drug work combining prevention and control,to strengthen ecological protection and rehabilitation,and to improve rural security issues.To establish a system of safety prevention,response and evaluation.
