A Comparative Study Of The Participant Elites In Community Deliberation

Since the end of the 20th century,due to the political and cultural tradition of high political participation in Western society,institutional design based on"deliberation" has been found not only at the level of national institution,but also in all areas of local governance.Deliberation,as a way of realizing and developing democracy,can make up for the defects in the design of representative democracy.In order to meet the needs of multi-participation in the era of governance,there are traces of deliberation from the macro-level of national institution to the micro-level of specific community governance practices.Since China's reform and opening up,the benign adjustment of the relationship between the state and society has expanded the space of social autonomy,and various forms of grass-roots consultative governance practices have emerged,such as the community consultative talkfest and assembly.In the multi-negotiation platform and negotiation process,there are always elite figures or organizations.In the context of community deliberation,this paper will be divided into seven parts to discuss the differences between community elites and the general public,trying to analyze the tension between the elite and deliberation,the elite and democracy.The first part is the introduction.The first is the research background of community deliberation.It is the trend of the times to discuss the practice and research of community deliberation,which is of great significance for realizing social governance and enriching relevant theories.The second is to sort out the research status of relevant literature at home and abroad,including the development of deliberative democracy,community deliberation and elitism theory.At the same time,analyze the applicability of elitism or elitism theory in this paper.The third is to sort out the research ideas of the full text and define the core concepts.Fourthly,it lists the research methods of the article.The second part is an overview of the development of community deliberation in the United States and China.Firstly,it introduces the development course of community deliberation between China and the United States,and analyzes the basic status of community deliberation between China and the United States.On this basis,according to operability,it chooses three cases of community deliberation between China and the United States to describe.The third,fourth and fifth parts respectively analyze the community elites under the background of community deliberation from three aspects:the main body composition,the mechanism of action and the effect of influence.According to the conceptual evaluation matrix,the elites in community deliberation are identified,and the composition of elites is listed and analyzed,so as to discover the mechanism and effect of community elites in the deliberation process.The sixth part is the analysis of the reasons for the differences between the elites of the two countries under the background of community deliberation.From four aspects:the process of institution construction,the level and ability of citizen autonomy,historical and cultural traditions,and the distribution pattern of social resources.The reasons for the differences of the above elites in the negotiation process are analyzed.The seventh part is the conclusion,which is also the important content of this paper.Through the comparative analysis of the above-mentioned process of community deliberation between China and the United States and the community elite,it is found that there are community elites in the process of community deliberation between China and the United States,and the elites play a major role.The relationship between the elite and democracy embodied in community deliberation is not contradictory,but can coexist mutually beneficial in deliberation,so as to discover the trend of community deliberation under the elite and popular opinions.Contrasting the situation of community deliberation in local governance between China and the West,can provide some useful enlightenment for our country to promote grass-roots deliberation,realize the normalization and institutionalization of grass-roots deliberation help to understand the relationship between the elite and deliberation,the elite and democracy,and provide opinions and suggestions for the development of our democratic process.
