Research On The Capacity Building Of Social Work Service Institutions Participating In Home-Based Care

At the present stage,the aging trend in our country is becoming more and more serious,which brings great challenges to our social development,and the old-age care industry has attracted much attention.Because of the change of family structure in our country,the traditional family pension function is weakened,and the quality of old-age institutions such as nursing homes is uneven,which is difficult to meet the current demand for old-age support.Therefore,a new type of home-based care for the aged has emerged.As the main body of social security,the supply capacity of the government's old-age service is limited.As a single supplier,it can not meet the large-scale burden of old-age support under the trend of aging and the increasingly diverse demand for old-age support under the social and economic development.In this case,social work service institutions,because of their own characteristics,have shown their ability to provide home-based old-age services.With its unique advantages,it has gradually begun to assume government purchasing services in the home-based pension service as a third party.With the officially promulgation of the 13th Five-Year Plan for the Development of the National Aging Career and the Construction of the Old-age System,the development of the old-age service system has become an important livelihood project of the society.Under this background of policy support,how to strengthen the capacity-building of social work service institutions is particularly important for the development of home-based care.This paper takes the social work service institutions to participate in the capacity building of the home-based care sector as the main body of analysis.From the perspective of the empowerment theory,it focuses on the ability of social work service organizations and how to build capacity at this stage.The structure of the article is divided into five parts:The first part is an introduction,which discusses the background,significance,research status,research methods,innovations and the definition of related concepts.The second part constructs an analytical framework of capacity building of social work service institutions from the perspective of empowerment theory,and analyses the necessity of capacity building,the three levels of capacity building and the mode of capacity building.The third part is the status quo of social work service institutions participating in the development and capacity building of home-based pension services.It describes the development situation of social work service institutions participating in home-based pension services and the capacity building situation of Jinan social work service institutions participating in home-based pension services.The fourth part is the predicament and causes of social work service institutions participating in the construction of home-based endowment capacity.In the fifth part,in order to enhance and improve the ability of social work service institutions to participate in the construction of home based endowment,the countermeasures are put forward from three aspects:internal governance,resource acquisition,human resources development,public trust construction,interaction between interpersonal level and government,enterprises and medical institutions,and optimization of external development environment at the social level.The conclusion part summarizes the research,analyses the shortcomings of this study,and prospects the future research.It is hoped that it will be helpful for our country to promote the capacity building of social work service institutions to participate in home service.
