Research On The Construction Of Public Legal Service Platform Covering Urban And Rural Residents

With the the development of economy and society,people's demand of legal services are getting stronger and stronger.But in real life,there exist problems with public legal services such as insufficient,uneven distribution,and low convenience.By strengthening the construction of the public legal service system platform,so as to form a public legal service network system covering urban and rural areas,which is with complete functions and very convenient.The masses can get accurate,inclusive and convenient public legal services from it.At present,although the construction of the public legal service system platform is being vigorously promoted nationwide,there is not much research on the platform construction of the public legal service system.A small amount of research on the public legal service system is concentrated in large cities,and rarely involves County-level city.In view of this,this thesis attempts to take public management as a perspective,through empirical research methods,find the problems and causes in the process of public legal service system platform construction of the P-city,then try to propose corresponding countermeasures,so as toprovide decision-making reference and basis for the government departments to promote the construction of the public legal service system platform.This paper is mainly divided into three parts:First,Based on the full analysis of domestic and foreign research on the construction of public legal service platform,this paper proposes the topic of strengthening the construction of public legal service platform in the new era.Then take the theory of new public service,public-private partnership theory,multi-center governance theory as the theory foundation,and point out the application value of these theories in the construction of public legal service system platform.Second,take an empirical study on the construction of the Public Legal Service System Platform for Urban and Rural Residents in P City of Sichuan Province.This paper analyzes the development status,preliminary results,existing problems and causes of the public legal service system platform construction of urban and rural residents in P City,Sichuan Province,then summarizes the practice and exploration of P City in Sichuan Province in the process of constructing a public legal service system covering urban and rural residents.Third,combined with P city public law service platform construction in sichuan province,absorbing the advanced experience of domestic public law in the practice of the construction of service platform,put forward three targeted solutions to the problem for the government policy makers and managers to think about,that is,the government actively play the role,expand the supply of public legal services channels,encourage the participation of multiple subjects.
