Research On The Public Participation Of The Construction Of Beautiful Village In Jin'an District Of Fuzhou City

In 2013,the construction of "Beautiful Village" was put to be a top priority in No 1 document of the central government.This paper is based on the background,concept and research status of rural construction and its public participation in China and abroad.Firstly,in the introduction part,it illustrates the research background,purpose and significance of public participation,explains the definitions of relevant concepts,and provides research method and framework.Current situation in Jin'an District,Fuzhou City is expounded from years of working experience,field investigation,and research analysis.Surveys were conduct on local people and enterprises.Results reveal problems on both the government and the public.From the view of government,there are some factors which affect the construction,such as the lack of regulations,incomplete policy implementation,information asymmetry,imperfect participation mechanism and the absence of continuity and interaction.As for the public,subjective and psychological factors,economic and educational level,as well as their age and requirement,would also affect the construction.At last,combining with empirical analysis and practical experience,countermeasures were proposed for reference.It suggests the division makers to strengthen publicity and education,diversify capital input,establish an incentive and accountbility mechanism,and provide professional training.
