Research On The Practice Of China's "Beautiful Village" Construction

"Three Rural" issue,concerning agriculture,countryside and farmers,has always been a fundamental problem of China's social development,which has always determined the success or failure of China's reform and construction.China's leaders have always attached great importance to the "Three Rural" issue,and creatively apply the Marxism theory of "Three Rural" thought to the practice of China's rural construction,advancing with the times and innovating continuously.The Chinese Communist Party has positively explored rural reform,whether it is in the period of reform and opening-up,or socialist new countryside construction.Certain achievements have been made,however,there are still some problems to be solved,which also provides practice basis for the "Beautiful Village" construction.The 18th National Congress of the Communist Party of China put forward the strategic objective to construct "Beautiful China",and then the "Beautiful Village" is its actualization and embodiment in rural areas,which will push "Three Rural" work into a new higher stage.Only by accelerating the pace of "Beautiful Village" construction,can the goal to construct "Beautiful China" be better achieved.This paper comprehensively and systematically expounds the origin and scientific connotation of the "Beautiful Village" construction,clarifying the development of China's rural construction from the early period of reform and opening-up,socialist new countryside construction to the present "Beautiful Village"construction.Three beautiful rural construction models are selected,on the basis of practical research,that is,economy-driven(Zhejiang)Anji model,government mode-based(Fujian)Yongchun model,and agriculture-based(Henan)Linying model.This paper also analyzes present situation and basic ideas of the "Beautiful Village"construction in the three regions,comparing the differences from geographical location,coverage range,fund source,construction content,also the current dilemma and reasons of the "Beautiful Village" construction in China.The policy suggestions suitable for China's "Beautiful Village" construction were put forward from three aspects---strengthening government scientific planning,improving rural grassroots organizations construction and cultivating villagers' main role.Only by making scientific planning,suiting local conditions,exerting villagers' main role,improving the follow-up management and protection for "Beautiful Village" construction,can we truly realize the sustainable development of the "Beautiful Village "construction.
