A Study On The Reform And Innovation Of Community Autonomous System In Rural Areas

In recent years,the basic unit populace autonomous system,as one of socialist democracy political systems with Chinese characteristics,is on its way of consummation and development,having become the most direct,extensive and active democratic practice on developing our national socialist democracy politics.It benefits the mass to manage their own affairs and improves civil awareness and quality in accordance with law.Daishan County,in Zhoushan City of Zhejiang Province,is an island.Its Yunong Village basic unit automatic system has been reflected in terms of self-governance,community resident governance with rural villagers' committee and community resident committee as its organization forms.In 2015,the office of the central committee of the communist party of China in association with the state council general office issued a document titled “Guidances on Deepening the Rural Community Construction Pilot”.It made a series of requirements clear on implementing rural community construction,strengthening community autonomy and service function in its pilots,which has become a guidance for rural community reform institutional mechanism.Therefore,on 31 th,December 2015,the communist party of Zhoushan municipal party committee and municipal government office jointly issued a document named “Guidances on implementing Yunong Village Community Institutional Mechanism”.It clarified 6 categories and 22 measures on “We adhere to Communities and villages integration setting and implement Yunong village community organization system”.Government in Daishan County immediately deployed and launched targeted work,completing its work at the end of 2016.Due to its intense reform and high public attention,the purpose of the thesis is to investigate its operation,efficiency and public satisfaction after being adjusted.
