| Since the reform and opening up,with the acceleration of urbanization,a large number of agricultural land has been requisitioned for urban land,resulting in a large number of land-lost farmers.Under the background of aging population,the number of the old people among the land-lost farmers has increased sharply.Compared with the young and middle-aged farmers who have lost their land,elderly land-lost farmers lack the competitiveness to maintain their livelihood,and the old people who have retired in cities lack the perfect old-age security treatment.In addition,it has low cultural quality,backward ideology and poor adaptability.After losing land,it is faced with self-identity ambiguity,spiritual emptiness and leisure crisis,and its vulnerable group status is prominent.However,at present,there are few studies on the elderly who have lost their land,and the government departments’ policies only focus on ensuring their survival.Under the guidance of the development concept of building a harmonious society and bringing the benefits of reform and development to more people,how to reverse the disadvantaged position of the elderly who have lost their land,help them adapt to urban life and meet their diversified needs is a question that government departments need to consider.Through consulting a large number of literatures,it is found that the effective measures to properly solve the problems of vulnerable groups are to shift from ensuring survival to promoting development.As an effective way to solve the problem of old people who have lost their land,compensatory education,as the education remedial system and subsidy behavior to ensure and improve the vulnerable groups,is conducive to promoting the vulnerable groups to acquire cognitive ability,living ability and socialization ability,get rid of the vulnerable status and move towards development.To understand the real needs of the old people who have lost their land through non-structured interviews,and to clarify the necessity of the old people who have lost their land to participate in compensatory education in combination with the equalization theory of public services;SWOT analysis was used to study the internal advantages and disadvantages and external opportunities and challenges of land-lost elderly people participating in compensatory education,so as to further clarify the feasibility of their participation in compensatory education.Based on the status quo of the role played by the government of Luolong district Luoyang city in compensatory education,this paper analyzes the problems and causes of the government in carrying out compensatory education,and puts forward suggestions on strengthening publicity and guidance,taking the initiative of departments,and establishing and improving relevant laws and regulations. |
