The current incentive effects of the civil service is poor, and the civil service appears lack of competition, inefficient, complacent, lazy, weak sense of public service.Township civil service as the most basic level of the national political organization, there are many problems in its incentive mechanism.To the township officials in Shanghang County, Fujian Province as a starting point,this paper is based on the research of township civil service incentive mechanism.Through the Shanghang County township civil service incentive mechanism studies, not only can enhance the effect of Shanghang County township civil service incentive mechanism, but also help Shanghang County township civil service management model from traditional personnel management to modern human resource management, help establish probity township civil service, and effectively improve the efficiency of Shanghang County township authorities units.This paper is based on the special status of Shanghang County,started from the current situation of Shanghang County township civil service incentive mechanism.By the methods of questionnaire design and interviews to find out the current incentive mechanism satisfaction of Shanghang County Township Officials,and deficiencies of the current Shanghang County township civil service incentive mechanism.Look for the reasons which flawed township civil service incentive mechanism, in connection with the existing problems and reasons, further put forward suggestions for optimizing Shanghang County township civil service incentive mechanism.After field research and the results analysis, this paper found out Shanghang County township civil service incentive mechanism did not play its due incentive effect in supervision and management, wages and benefits, training, performance appraisal, reward and promotion, etc. Research conclusions and new insights in this paper included three aspects:First,this paper found out Shanghang County township civil service incentive mechanism included the following deffects:behind incentive concept,imperfect incentive system and single incentive method.Second, according to the actual situation of Shanghang County township, this paper looked for the causes of the civil service incentive mechanism flawed, and found out mainly influenced by the following aspects: influenced by “official standard” administrative culture and "social acquaintance" society culture, imperfect civil servants incentive legal system and the civil service supervision and management system,low quality of leadership ability of township civil service, incomplete market economy system.Finally, according to the defection of Shanghang County township civil service incentive mechanism, this paper put forward such countermeasures and suggestions as changing the incentive concept,improving the incentive system, optimizing the incentive environment and innovating the incentive methods to optimize Shanghang County township civil service incentive mechanism.
