Study On Problems Of The Practice Of Police Reform Of The Public Security Department Of A Province

Because of the challenges brought by the increasingly complicated and severe social public security,the high expectation of people,and the accumulation of pressure and abuse within the department,police service reformation and self renovation in the public security department are in objectively demand to achieve leap development.In recent years,the local public security departments have got a remarkable achievement and also learned many lessons through the bold attempts and actively practiced in police reform.From the effect of reforms,some of them have been repeated,or gone nowhere.Exploring on the reform course,analysis and rethinking the experience and lessons,are important values of the police reforms.From 2012 to 2013,the public security department of A province vigorously promoted the comprehensive police reform.The achievement of the reform course has emerged,and it shows significant value to be researched.Case study is used as the main method in this thesis.Through the tracking and the analysis of the reform case of Y District,X City,and the investigation and research on the promotion effect of reform in the A province,the reform bonus and the useful experience are confirmed.Besides,the existing problems and the cause of the problems are needed to be analyzed in-depth.Based on the complete study of the police service reform,the background,objective,thought,measure and the actual impact of the reform are comprehensive explained.In addition,the problems in reform are dissected.From the perspective of reflection,the contradiction between the comprehensive police utilization and the classification of police service,delicacy service management does not adapt to practical grass-roots work,the specialized mechanism of criminal investigation is not conducive to the construction of seamless police organization are comprehensive explained.In addition,the problems in reform are dissected.The last,from the observation and thinking of public security work,the combining of theory and reality of police reform,and the guarantee that the reform is on the right track to form a virtuous circle,three suggestions are proposed.There are comprehensive considering the police reform problems and relieve conflictions,focusing on reducing civilian police burden in the delicacy service management,and strengthen the building of supporting mechanisms and the construction of seamless police organization.
