Optimization Of Evaluation Index System For Safety Construction Of Villages And Towns Streets In Yongjia County

Safety construction,as an important measure of comprehensive management of social security in China,is of great significance for protecting the safety of life and property of the broad masses of the people,creating a safe and harmonious social environment,and maintaining the long-term stability of the country.Yongjia County has explored and formed an evaluation index system for the safety construction of township streets since 2004.In this paper,Yongjia County Township Street Safety Construction Evaluation Index System as a case,its problems,causes and improvement measures are discussed,in order to promote Yongjia County Township Street Safety Construction Evaluation Index System optimization.This paper adopts the methods of literature research,empirical research,interviews and logical analysis,in order to achieve the strategic objectives of government performance evaluation,safety construction and safety construction in Zhejiang Province,aiming at the innovation of township streets,focusing on specific areas,aiming at "optimization",and exploring the establishment of process-oriented indicators.Based on the concepts and theories of safety construction evaluation index system,public management,new public management,public governance and holistic governance,this paper analyses the evolution and changes of safety construction evaluation index system of Yongjia County's Township streets,and takes the evaluation index system of safety construction of Yongjia County's township streets as the research object at this stage,and sums up the evaluation index system of safety construction of Yongjia County's Township streets.It is analyzed that the evaluation system has three characteristics: results-oriented,systematic and internal evaluation-oriented.It is pointed out that there are still some problems in fairness,incentive,index weight andsome three-level index design,which affect the effectiveness of the evaluation to a certain extent.For its reasons,it is mainly influenced by the top-down assessment ideas,results-oriented assessment,performance appraisal system and other factors.Therefore,on the basis of adhering to the optimization principles of systematicness,scientificity and seriousness,it is necessary to increase the proportion of longitudinal comparative indicators and reduce the impact of objective factors on the evaluation;a new Ping An Establishment Table is added to form an evaluation system together with the Ping An Performance Table,which pays attention to the process of creating peace,while the latter pays attention to the process of creating peace.Pay attention to the results of safe construction,accounting for 50% in each table;adjust the unreasonable three-level indicators,reduce the indicators of non-township street authority,balance the deduction range between the indicators of results;increase the proportion of public evaluation;strictly assess and truly land.
