The countryside's development is slow, not only has the reason of historical, but also has subjective and objective reasons. At present our country "11th 5-year plan" takes the new rural construction as the important link of the harmonious social. The countryside area's development cannot without government's guidance and support, especially the villages and towns government. However, many local villages and towns government actually has the extremely obvious function "dislocation" "offside" "vacancy"and such phenomenon.Study the role of the villages and towns government in the new rural construction, should be a imperious problem.First, the paper basced on the Role Theory, Governance Theory, New Public Service Theory and City and Countryside Dual Structure Theory on the transform of government functions and new rural construction, meanwhile uses Korea Republic new residential campain, Japan and European rural economy social development for reference.
