Research On Integrity Risk Identification In Major Decision-making Areas Of Provincial State-owned Enterprises

In recent years,the amount of provincial state-owned enterprises corruption cases has been increased,and the forms and means of which are more concealed and diverse,especially the corruption problems in the major decision-making areas have caused great economic losses and adverse effects to the state and enterprises.At present,one of the most important reason for the construction is the lack of perfect risk prevention mechanism and inadequate pre-prevention methods.On the whole,there is no sustainable and holistic long-term anti-corruption mechanism,which is difficult to adapt to and solve the problem of corruption.For this problem has strong public and competitive attributes,they are faced with a higher degree of integrity risk.To strengthen the prevention and management of the integrity risk,managers and employees of state-owned enterprises should enhance their awareness of the integrity risk,establish a pre-prevention and control mechanism to prevent corruption,make strategic planning from the perspectives of long-term effectiveness and practicability,find effective ways to promote the construction of integrity risk of state-owned enterprises,and strengthen the innovation and practicality in the new era.Based on OCTAVE model and AHP analytic hierarchy process,this paper takes engineering construction industry as an example to analyses the problem of integrity risk in major decision-making areas of provincial state-owned enterprises.Firstly,through visits and investigations,key assets,external core threats and vulnerabilities that enterprises may be exploited are identified according to OCTAVE model in the important decision-making field of provincial state-owned enterprises.Second,the value of key assets,main threats and vulnerabilities are calculated through the construction of AHP model,then identifying the level of integrity risk through comprehensive calculation,providing reference for the prevention and control of corruption.Finally,the paper summarizes the mechanism and supporting measures of the risk prevention system based on OCTAVE model and AHP analytic hierarchy process,and provides effective countermeasures and suggestions for the construction of integrity risk in major decision-making areas of provincial state-owned enterprises,in order to prevent the occurrence of corruption.
