Since the 18 th CPC National Congress,with the leadership of General Secretary Xi Jinping,the reform of the complaint reporting system has been carried out in an ice-breaking manner.The decision of the Third Plenary Session of the 18 th CPC Central Committee pointed out that: Reform the complaint reporting system and implement the online complaint reporting system.This is an important milestone in the development of online petition work.It is a new starting point for the growth and growth of online petition work.Over the past five years,we have set up an online petition information system,and formed a new work model of "online submission of complaints,online handling of matters,online evaluation of results,online supervision of problems,and online judgment of situations".The construction and application of the petition information system has been vigorously promoted,and the results of timely and on-site problem-solving have been obvious.The advantages of "sunshine petition" have been prominent.The 19 th National Congress of the Party made the important political judgment of the new changes in the major contradictions in society.It is a historic change that has a bearing on the overall situation.Under the new situation,it is of great significance to promote the construction of the online petition information system and do a good job in the work of online petition.At present,there is still a big gap between the construction of information system for letters and visits and the central government's requirements,reform goals and people's expectations.The development of the online petition information system is still uneven and inadequate,and there is still much room for improving the quality and efficiency of the services provided to the masses.There are still many areas for improvement and problems to be solved in practical application.The construction and application of the online petition information system is one of the key tasks of Complaints Department.It is related to the realization of petition information and the effect of the reform of the petition work system.It has practical significance for its research.This paper studies the achievements and problems in the construction of the online petition information system in S City,discusses the reform of the existing petition informatization work,and puts forward countermeasures and suggestions for further optimization in order to promote the overall improvement of the efficiency and credibility of the online petition work.This thesis is mainly divided into six parts in the framework.The first part is the introduction,including the Subject selection basis,literature review,research ideas and methods.The second part is the related theoretical analysis.It describes the related concepts of petition,petition system,e-government,online petition and online petition information system,and analyzes the necessity and feasibility of the construction of online petition information system in S City.The third part analyzes the present situation of the construction of the online petition information system in S City,first combs and summarizes the relevant policy bases for the construction of the online petition information system in S City,and second studies the achievements of the construction of the online petition information system,and third analyzes the problems of the construction of the online petition information system in S City,including the deficiencies in infrastructure construction,work system,handling quality and efficiency,organization security,and consciousness security.The fourth part is to draw lessons from domestic and foreign advanced experience.Study the construction of the “Firstgov” web in USA and the construction of the "cloud letter visit" in Baiyun District,Guangzhou.This paper makes reference to its advanced experience in construction concept,system construction,operation mode,management mode and public participation form.The fifth part is the countermeasures and suggestions for optimizing the construction of the online petition information system in S City.This part puts forward solving measures from five aspects: promoting infrastructure construction,strengthening business standardization,improving handling quality,increasing organizational security,and strengthening consciousness security.The last part is the conclusion.
