The problem of old-age care is a social problem,With the deepening of aging in China,the problem of old-age care is becoming more and more serious.As the main force in the construction of China's old-age service,there is a shortage of old-age care staff,and there is a defect in the cultivation of old-age care talents.Undoubtedly,it will bring great influence on China's solution to the problem of aging.How to build up a professional team of elderly care personnel has become the most important task of building China's elderly care industry.According to data shows,the Inner Mongolia autonomous region population has reached 2.511 million people aged 65 or over aging population proportion about 10%,although since entering the aging society,the government departments use policy,fiscal expenditure on special funds,or welfare of increased for pension nurse training free of charge,but still far cannot satisfy the actual demand of old-age care.The level of the old-age nursing team determines the level of the old-age service industry.Whether the old-age nursing problem can be solved better in the future,the construction and implementation of the old-age nursing personnel training policy undoubtedly plays a crucial role.This paper starts with the problems in the implementation of the policy for the cultivation of nursing assistants for the elderly,and takes Inner Mongolia autonomous region as an example to explore this problem through the field investigation method.First the author to welfare pluralism,applied talents cultivation system,humanistic management theory as the support,in the third chapter,using the method of questionnaire investigation and interview to the Inner Mongolia autonomous region of the two cities of pension institutions,community endowment orderlies,regulators,care for the elderly to visit investigation,and analyzes the results of the survey.In chapter 4,based on the analysis of the previous investigation results,the following problems are found in the current status of maintenance personnel training in Inner Mongolia autonomous region in four dimensions:(1)there are two major problems in government level,namely,policy and capital.In terms of policies,the main problem is the poor implementation of policies and the lack of effective legal support,which makes the policies issued from the state to the local government unable to operate effectively.In terms of funding,the main problem is the lack of training funds,which will directly affect the quality of maintenance staff training.(2)the problems at the social level mainly include low professional recognition of the nursing staff,poor construction of relevant social organizations,and lack of relevant industrial standards and pre-job training.(3)the problems at the level of pension service institutions are mainly lack of talent incentive and difficulty in connecting family resources.(4)the main problems existing in the maintenance staffs own level are that the overall age is too old,which leads to the influence of learning ability,the imbalance of gender ratio and the work intensity,which leads to the excessive psychological burden.According to the problems found in chapter 4,this paper explores the advanced experience in the international endowment and nursing personnel training system in chapter 5.Taking Germany,Japan and Denmark as the main reference,this paper analyzes their characteristics in personnel training and further summarizes them,so as to obtain the specific enlightenment in line with China's national conditions.Chapter 6 mainly put forward the countermeasures and suggestions of perfecting our country's maintenance personnel training,in view of the problems,from four dimensions,this paper puts forward Suggestions of each part:the government should establish and perfect the old-age security system of nursing personnel training,the society should take the initiative to assume endowment of nursing personnel training participation mechanism is an important role in,pension institutions should strive to improve their own structure optimization and upgrading,and further improve the mechanism of university-enterprise cooperation construction,and finally promote the development of our country endowment enterprise better.
