With the rapid development of society and economy, our country gradually begin to be an elderly society, and how to ensure their need becomes the focus question that people pay close attention to. Nowadays, the traditional family pension mode can not adapt for our old people’s demand owing to the decrease of modern family values, and the impressive changes in the people’s attitude towards the elderly support. Meanwhile, society pension services--which included Home-help and Organization-help services for aged--emerges as the times require and develops like a raging fire now. Organization-help model can deliver more professional and more thorough service. In this way, it has gradually risen in popularity among every governments and interrelated scholars and it becomes the general trend of society pension services.The thesis which is based on the fieldwork, uses the correlation theory about the Organization-help services for aged. It reveals the problems and disadvantage of Organization-help services for aged through systematic analysis of city A’s situation. The thesis trys to find solutions to these problems and gives reasonable opinions and suggestions. By investigation and analysis of city A’s situation, we can know our major problems are unbalanced service supply;imperfect infrastructure;unprofessional practitioners; lesser quality service;slowly supervise of government and so on. Based on the analysis of these problems, the thesis wishes to make the following proposals. Firstly, we could balance the level of the development and optimize the allocation of resources. Secondly, we can improve the level of pension service in order to meet the demand of endowment service. Thirdly, we need to improve government’s rules and policies, and strengthen government’s macroeconomic regulation and control.Through systematic analysis of city A’s situation,this thesis gives reasonable opinions and suggestions to perfect the city A’s Organization-help services for aged. It has some referential value for the development of city A’s organizations and social welfare programs.
