Study On The Management Institution Of Auxiliary Police In One District Public Security Bureau Of FuZhou

The purpose of improving the management institution of auxiliary police is to unleash their potential,improve the efficiency of work,solve the problem of shortage of police force,and promote the revolutionization,regularization,specialization and professionalization of police troop.As the current situation shows,there are still some problems in the management institution of auxiliary police in China,such as non-uniform institution,weak authority and lack of effect.Although the State Council promulgated the Opinions on Regulating the Management of Auxiliary Police in Public Security Organs in 2016,there is little research on the management institution in academic circles.Based on the perspective of formal institution and informal institution in the theory of system analysis,this paper takes the management institution of auxiliary police in one district Public Security Bureau of Fuzhou as the research object,Adopts the methods of field investigation and comparative analysis,this paper puts forward some countermeasures to improve the management institution of auxiliary police in this bureau.Through the investigation,there are over 700 auxiliary police in this bureau(up to December 2018),which are distributed in civil service,traffic guide,security guard,police station and other posts in the internal organizations.Because of the problems in the management institution,such as lack of practicability and work efficiency,the auxiliary police team are unstable,which structure proportion is out of balance.This paper makes a thorough study on the management institution.Firstly,it analyses the change of the management system of auxiliary police in China’s history,and finds that it is closely related to the social process,Reflected in the bureau,there are definite management objectives,principles,measures in formal institution and strong sense of cultural identity and self-discipline in informal institution.But at the same time,there are some problems,such as weak implementation and the obvious phenomenon of"lazy"and"power rent-seeking".To find the solution;this paper analyses the abroad institution,including UK,US,GRE and HK,brings out solution.
