The Embodiment Of The Government's Executive Ability In The Process Of Vitalizing Rural Culture

The continuity and profundity of rural culture play a spiritual leading role in the implementation of the strategy of rural revitalization.Exploring the development path of rural culture is of great significance to rural revitalization.In the process of rural cultural revitalization,the government,as the main body of policy implementation,is responsible for formulating cultural policies and related systems,and at the same time providing necessary cultural resources and services for the masses.Under the new situation,a series of problems have arisen in the construction of rural culture.The weak implementation of cultural policies and the low participation of the masses,the market and social organizations have led to the breakdown of the inheritance of excellent traditional culture.The development model of rural culture urgently needs to be inno'vated.This paper combines the hot issues in the field of public management and today's society,with the revitalization of rural culture and government execution,takes Zhangzhou Taiwanese Business Investment Zone as a case study to analyze the influence and bottlenecks of grass-roots government execution in the process of rural culture revitalization,and tries to explore effective solutions to provide research materials for local governments.This paper is divided into seven chapters.The first chapter describes the reasons and significance of the topic,the research status at home and abroad and possible innovations.The second chapter defines the concepts of rural culture and government executive power involved in the revitalization of local government rural culture,and elaborates the theories of government cultural function,cultural governance,public goods and IAD framework used by the research institute,which provides theoretical basis for the analysis of this study.The third chapter introduces the current situation of rural culture revitalization in Zhangzhou Taiwanese Business Investment Zone,and expounds the regional situation of Zhangzhou Taiwanese Business Investment Zone and the train of thought and current situation of rural culture development.Chapter IV uses IAD framework to systematically analyze the impact of internal and external factors on the current situation of rural cultural revitalization in Zhangzhou Taiwanese Business Investment Zone.The fifth chapter points out the bottleneck problems in the process of the revitalization of rural culture based on the IAD framework analysis.The sixth part puts forward the countermeasures to improve the rural culture and revitalize the executive power of the government.In the seventh part,the conclusions,limitations and future research prospects of this study are briefly discussed.
