Under the strategic layout of building a well-off society in an all-round way in China,The task of completing the bottom line of building a well-off society in an all-round way is to resolutely fight the battle against poverty.When General Secretary Xi Jinping visited Yunnan for the first time in 2015,he emphasized that the spirit of the Third and Fourth Plenary Sessions of the 18 th CPC Central Committee should be fully implemented and the all-round development of poverty-stricken areas and minority economies should be promoted to continuously strive for the goal of building a well-off society in an all-round way in 2020.As the key poverty-stricken county in Pu'er City,the main task of poverty alleviation in Jingdong County of Yunnan Province is extremely arduous.The2018 is the first year of the implementation of the spirit of the 19 th National Congress of the Communist Party of China.It is the key year for the decisive battle to get rid of poverty.In the past year,the Jingdong County Party Committee and the county government,guided by Xi Jinping's new era of socialism with Chinese characteristics,have adhered to the basic strategy of precision poverty alleviation and precision poverty alleviation,and the poverty alleviation and development work has achieved initial results.At the beginning of 2019,the new task is in front of us.How to better implement the precise poverty alleviation strategy and ensure that the task of getting rid of poverty and completing the task as scheduled is an important issue facing the party and government people's government in the county.Policy communication is the foundation of the entire policy process,and this dependence of the political process on communication stems from such a self-evident fact: The ultimate audience for the precise poverty alleviation policy is “people”,so communication issues play a pivotal role in the entire policy process.It can be said that the quality of the communication of the precise poverty alleviation policy will directly affect the entire policy process.This paper's research on the communication of Jingdong County's precise poverty alleviation policy can greatly improve the pertinence of Jingdong County's precision poverty alleviation,thus contributing to the smooth lifting of poverty in Jingdong County.Based on this research,this paper adopts questionnaire survey,literature research method,interview method and descriptive analysis method.Firstly,through the study and summary of related theories such as communication,management and information science,combined with policy process and policy communication in public management.According to the related concepts and theories,the model of policy communication effect is summarized.According to the model,the communication effect of Jingdong County's precision poverty alleviation policy is analyzed.Through the statistical research on the questionnaire,the problem of the precise poverty alleviation policy communication in Jingdong County is found.Give a solution to the problem.
