Research On Government’s Usage Of Social Media In Emergencies:The Synergy Of Weibo And WeChat As Government Tools

With the rapid development and wide application of Weibo and WeChat,governments have also successively established "Double-Wei" government affairs,that is,public management methods under the e-government 2.0 model with "Weibo+WeChat" as the main platform.It has played an active role in social management innovation,government information disclosure,news and public opinion guidance,people’s voice listening,government image building,and public political participation.However,there are differences between government Weibo and WeChat in terms of platform attributes,audience,discourse power distribution,information quality,content manufacturing,and communication effectiveness.There are some aspects in "Double-Wei" that are not linked and coordinated,the functions and values of "Double-Wei" cannot be fully utilized.At the same time,government "Double-Wei" have been proved to play a significant role in emergencies,but based on the same information resources,the division of labor and positioning of the "Double-Wei" in emergencies is still unclear and lacks scientific guidance and suggestions.In response to these problems,this article takes emergency incidents as the background,and conducts a study on the synergy of government’s "Double-Wei",mainly to achieve the following three goals.(1)To propose the concept,mode and dimensions of the government "Double-Wei" synergy based on the research of the concept and characteristics of government "Double-Wei" and collaborative government.(2)To clarify the current situation of government "Double-Wei" synergy in emergencies in terms of content,service and effect,then get some related revelations.(3)To construct the guarantee measures of government "Double-Wei" synergy in emergencies from multi-dimension.The main research contents of this paper are as follows:(1)An analysis of the content synergy of government "Double-Wei" in emergencies based on semantic analysis.This paper built a content synergy analysis model of government’s "Double-Wei"based on Latent Dirichlet Allocation(LDA)model,and explored the evolution of government affairs themes and hotspots at different stages in the propagation cycle of emergency based on life cycle theory.Then this paper made an empirical study using methods like data preprocessing,theme extraction,hotspots discovery,etc.The study found that during the entire emergency,the evolution trend and intensity of the themes of the "Double-Wei" content are roughly the same,the content has been coordinated to different degrees in different aspects,as a result,the government platform enables the public receive more complete relevant information and rescue plans.Government should make changes in themes and hotspots in accordance with the characteristics of emergencies in different periods,so as to realize the content synergy of government "Double-Wei".(2)An analysis of the service synergy of government "Double-Wei" in emergencies based on symbiosis theory.Based on the symbiosis theory,this paper constructed comprehensive evaluation index,symbiosis degree,and symbiosis coefficient for the symbiosis development of the service synergy.Then this paper conducted an empirical analysis and found that:according to the comprehensive evaluation,government "Double-Wei" have concomitant relationship and similar development trajectories;according to the calculation results of symbiosis degree,government"Double-Wei" have a relationship of positive asymmetric mutualism;according to the calculation results of the symbiosis coefficient,government "Double-Wei" symbiosis system has a trend towards positive symmetry mutualism,and as time goes by,the comprehensive influence of WeChat on Weibo is getting bigger and bigger.In emergencies,government "Double-Wei" service synergy is generally in an asymmetric mutualism mode.Therefore,the symbiotic relationship can be improved from the aspects of coordinating symbiotic unit,improving the symbiotic interface and optimizing the symbiotic environment.(3)An analysis of the effect synergy of government "Double-Wei" in emergencies based on balanced scorecard.Based on the relevance of the balanced scorecard and the effect synergy of government "Double-Wei",this paper constructed an evaluation index system for the effect synergy from four dimensions:financial,user,internal process,and learning&growth.Through empirical analysis,it is found that in a certain emergency,government’s "Double-Wei" are generally successful in terms of effect synergy.According to the scores of each dimension,learning&growth dimension has the highest score,followed by the financial dimension,then the user dimension,and the internal process dimension has the lowest score.Therefore,in order to enhance the synergy of the"Double-Wei",governments need to approach from multiple perspectives to promote the sustainable development of the "Double-Wei".(4)The construction of guarantee measures for the synergy of government "Double-Wei" in emergencies.On the basis of clarifying the "Double-Wei" synergy guiding ideology,guarantee measures should be taken from five aspects:institutional guarantee,organizational guarantee,technical guarantee,material guarantee and environmental guarantee.
