In the course of changes in the global economy,technological innovation has become the driving force for economic development in countries around the world.Based on the strategy of building an innovative country proposed by the party's 17th National Congress,under the new economic normal state,the party's 18th and 19th National Congress have made new deployments and demands for China's scientific and technological innovation,that is,sticking to the path of independent innovation,implementing innovation-driven development strategies and using technological innovation as the main engine for comprehensive innovation.Government investment is an important guarantee for technological innovation,and it is critical to focus and manage its performance level.In recent years,Fujian Province has continuously strengthened its financial science and technology expenditures,and in 2017 it proposed the goal of becoming an innovative province in 2020.However,unreasonable scale and structure of financial science and technology expenditures,poor conversion of scientific and technological achievements,and imperfect management mechanism for fiscal science and technology expenditures have led to a poor performance of government investment in science and technology.In the new era of development,improving the performance level of the science and technology investment is both a need to achieve maximum development efficiency and a theoretical and practical issue that needs to be solved.Firstly,this paper clarifies the background and significance of the research,sorts out the research results of domestic and foreign scholars,looks for research ideas and methods,and explains the relevant concepts and theoretical basis of innovation-driven and government investment in science and technology.It analyzes the driving mechanism of innovation driven by government investment in science and technology.Secondly,it analyzes the situation of governmental science and technology investment and scientific and technological output of Fujian province.Then,based on the driving mechanism,the paper selects three-phase DEA as evaluation method,and builds an index system that includes financial science,technology expenditures and R&D personnel as input indicators,invention patent authorization numbers,number of scientific and technological papers,technical contract turnover,new product sales revenue and per capita GDP as output indicators,and selects population density,informatization level,market level and the comprehensive financial resources of local governments as environmental variables.The paper builds a static and dynamic evaluation model based on three-phase DEA and three-phase DEA-Malmquist index.Finally,after using principal component analysis to reduce the output variables,this paper uses the evaluation model to separate the impact of the external environment and random errors on the efficiency value,and then accurately evaluate the performance level from both static and dynamic perspectives.The empirical research results show that:The technical efficiency of science and technology investment by Fujian provincial government is relatively low,and the main reason is that the scale efficiency value is low.There are significant differences in the scale efficiency of nine cities,among which Fuzhou and Xiamen have higher efficiency values;the total factor productivity index of science and technology investment is relatively low,mainly due to the technical recession;external environmental have a significant impact on the evaluation results.Before the adjustment,both the technical efficiency value and the scale efficiency value were overestimated.Finally,from the five perspectives of the scale and structure of financial science and technology expenditures,the input system of science and technology innovation,the innovation of science and technology personnel,the transformation of scientific and technological innovation results,and the supervision mechanism of government investment in science and technology,the suggestions for improving the performance of science and technology investment by Fujian provincial government are proposed.
