Combination Evaluation Research On Provincial Government Governance Performance In China

With the continuous advance of comprehensively deepening reform,how to promote the government governance transformation has become an important issue for the central and local governments at all levels.The Third Plenum of the 18 th CPC Central Committee proposed that the general objective of comprehensively deepening reform is to push on with modernization of the national governing system and capabilities,which put forward higher requirements for the government governance transformation.In the institutional logic of China's national governance,the provincial government is an important part of the modernization of the national governance,and whether the provincial government would realize modernization ultimately affects the process of national governance modernization.Understanding the governance status of China's provincial governments is the prerequisite for measuring the level of modernization of government governance,and all of this is inseparable from the construction of a set of evaluation index system.Based on the research background and the review of related research at home and abroad,this paper takes public governance theory as the theoretical basis,and the contents of government governance are divided into three dimensions: government internal governance,market economic activity governance and social public affairs governance.After the experienced and discrimination screening,correlation analysis,a set of provincial government governance performance evaluation index system is constructed.By collecting the governance data of 31 provincial governments in China in 2016,this paper adopts the entropy weight method to determine the weights of the evaluation indicators.Then,the technique for order preference by similarity to an ideal solution(TOPSIS),the entropy weight method and grey relation analysis(GRA)are adopted to measure the performance of 31 provincial government governance.Following,this paper tests before combining the sorting results of the single evaluation methods,and tests after the combination evaluation.Finally,the hierarchical cluster method is adopted to cluster the provincial government governance performance,and the governance performance of 31 provincial governments in China is divided into three regions of different ranks.The study finds that the provincial governments governance performance in China presents a certain non-equilibrium characteristic.Specifically,there is unbalanced development phenomenon among the three dimensions of government governance: government internal governance,market economic activity governance and social public affairs governance.At the same time,there are quite regional differences between provincial governments governance levels.In general,the level of provincial governments governance has emerged in stair distribution: the eastern region shows the highest level of provincial governments governance performance,followed by the central region,while the western region is the lowest.In view of this,this paper puts forward some policy recommendations to further advance the provincial governments governance in China.Firstly,to transform provincial government functions and promote the government governance transformation;secondly,to adhere to the new development concepts and enhance the balance of provincial governments governance performance;finally,to coordinate regional development and push on with modernization of governing system and capabilities.
