The Research On The Public Crisis Communication Problems In Minority Ethnic Areas Of China

China is currently in a period of economic and social transformation. With the globalization, international and domestic environment has become much more complex. And public crisis is increasing. Cities'security and development, especially the public crisis management ability also received great challenges in minority ethnic areas of China. Communication as the most important tool of the public crisis management is gradually paid by government's attention, and became one important measure of government public crisis management ability.The development of it closely related to the social stability and people's life state in county areas, public crisis seriously influenced the security, order, and social values. In recent years, public crisis climbed in minority ethnic areas, not only caused economic losses but also affect its ethnic relations and the social stability. So handing the public crisis properly in minority ethnic areas has a positive affection on the development of county cities. Communication as the main contents of the public crisis management is very important. In comparison, public crisis communication in minority ethnic areas has many characteristics:culture with the particularity, factors communication with the particularity, the communication scene with the particularity. It requires government in ethnic minority areas to notice the universal principle and take account of special cases. Besides, there are still a lot of difficulties and problems in the public crisis communication process.Through crisis management theories and communication theories, relying on the sciences of politics, administration, and ethnology researches, This article analyses the methods of the county cities in the minority ethnic areas public crisis from the particularity, With the public crisis external communication and internal communication two aspects, take the Weng'an events in Guizhou province for example, this article discusses public crisis communication problems,the existing problems, reasons for problems of the county city government in minority ethnic areas. Put forward the countermeasures for problems from the relations among governments, mass, media. With the particularity of public crisis communication, this article tries to solve problems in four aspects:to promote communication concept and consciousness shift, the establishment and the media relationship; to perfect legal laws and regulations, and build a good public crisis communication environment; innovate the public crisis communication mechanism in minority ethnic areas.In the objective of research, the author hopes the governments in minority areas improve public crisis communication ability, strengthen the public crisis management, and promote the harmonious development of minority ethnic areas benefit, but in the process of researches, it still exists deficiencies, it is still an important subject after the attention.
