Research On The Evaluation Of Government Science And Technology Funding Policies

At present,the importance and complexity of scientific and technological innovation has become a global consensus.Various countries and regions have made up for the "market failure" in the process of scientific and technological innovation through government science and technology funding policies.The policies can guide and encourage scientific and technological innovation activities,such as scientific and technological research and development,transfer and transformation of achievements,and so on.However,the implementation of the policies is not smooth sailing.The theoretical controversy and the shortcomings in practice are all questioning the rationality and effectiveness of the policies.Therefore,it is necessary to make value analysis,effectiveness judgment and problem analysis of the series of policies by means of the evaluation of government science and technology funding policies,so as to provide scientific guidance for policies to make adjustment,so as to promote social economic development and enhance regional competitiveness better.Based on the analysis of Chinese and foreign literature on the evaluation of science and technology innovation policies and the effect of government science and technology funding,this paper clarifies the research status of the evaluation of government science and technology funding policies.By defining the core concepts and combing the relevant theories of government science and technology funding policies and public policy evaluation,the mechanism and evaluation theory of government science and technology funding policies are clarified.Based on the investigation and study of Jingjiang City,Jiangsu Province,the background,basic content and implementation status of the policies were summarized.A total of 15 policy documents were collated.According to the relevant index systems,the policies and the opinions from the experts,the paper establishes the evaluation index system of the policies by Delphi method and analytic hierarchy process,and determines the contents and weights of the two first-level indicators such as policy implementation and policy effect,the six second-level indicators such as policy input,policy management,social innovation input,social innovation output,regional innovation capability,policy satisfaction,and eighteen third-level indicators such as the tax allowance and exemption of science and technology funding policies,the amount of support fund at or above provincial level,etc..Through the fuzzy grade evaluation and dimensionless treatment,the scoring criteria are determined.Through on-the-spot investigation and in-depth interviews,this paper obtains the completion of the indicators of Jingjiang City in 2016-2017 and Jiangyin City in 2017,evaluates and analyses the government science and technology funding policies of Jingjiang City in 2017,and puts forward some recommendations.The research shows that the evaluation results of government science and technology funding policies in Jingjiang are good.The policy implementation is in place,and the policy effect is good.These policies have played an active role in encouraging innovation activities,attracting innovation resources and improving the quality of scientific and technological innovation.However,the scoring rates of the second-level indicators such as policy input,social innovation output,regional innovation ability and the third-level indicators such as the proportion of local financial science and technology expenditure in financial expenditure,the amount of patent authorization,and the number of new provincial engineering and technology research centers,are relatively low.Jingjiang science and technology innovation is facing the problems of weak ability,uneven resources and weak atmosphere.There are some problems in Jingjiang government science and technology funding policies,such as inadequate coverage,inappropriate goal orientation,high threshold setting.In the process of policy implementation,there are some problems,such as unreasonable organizational structure,inadequate policy promotion and inadequate supervision and management.In order to improve the above shortcomings,the article puts forward some suggestions on optimizing the policies.The first is to improve the environment of scientific and technological innovation from three aspects:increasing the support of high-tech industries,encouraging the flow and sharing of regional innovation elements,and creating a social atmosphere advocating scientific and technological innovation.The second is to optimize the design of policy content from three aspects:supporting the transfer and transformation of achievements and the construction of R&D institutions,strengthening the guidance of patent quality and policy management,adjusting the structure of financial input and the way of policy support.The third is to enhance the effectiveness of policy implementation from three aspects:further clarifying the responsibilities of the main body of policy,strengthening the implementation of policy promotion,standardizing the whole process of policy supervision.
