| According to the requirements of the National “Thirteenth Five-Year Plan” for Poverty Alleviation and Relocation,Poverty Alleviation and Relocation is a major measure to fundamentally solve the poverty alleviation and development problems of poor people living in areas where “one side area can not support one person”.During the “Thirteenth Five-Year Plan” period,China's anti-poverty process has entered a stage of overall decisive victory.It is the decisive stage of sharing the dividends of reform and opening up and building a well-off society in an all-round way.Enshi Tujia and Miao Autonomous Prefecture is a deeply poverty-stricken area in Hubei Province with the characteristics of Wuling Mountains and ethnic areas.The current ex-situ poverty alleviation and relocation work has entered a post-relocation that is “stable,able to get rich,and able to develop” and is linked to the rural revitalization strategy.At this stage,there are still many practical problems that need to be solved urgently.A multi-dimensional evaluation of the effects of the policy on poverty alleviation and relocation at this stage is a worthwhile in-depth study.The thesis examines the effectiveness of the policy based on the comprehensive satisfaction of the relocated poor farmers,and conducts empirical research on the influencing factors of the satisfaction of the relocated poverty-stricken and relocated farmers.Based on this,the thesis starts with the following five aspects: first,the basic connotation of the research object is clarified,and the theoretical analysis foundation is identified;secondly,on the basis of special combing and analysis of the existing research,AHP is used to construct Enshi The comprehensive satisfaction index evaluation system of the peasant households for poverty alleviation and relocation in the state,including 13 second-level indicators and 54 third-level indicators in the five fields of economy,politics,society,culture,and ecology.The fuzzy comprehensive evaluation method is used to calculate the comprehensive satisfaction of farmers.Then,based on the empirical analysis of the five centralized resettlement sites that have been relocated in Enshi City in 2016,the research shows that the overall satisfaction of farmers in the relocated poverty alleviation area in Enshi City is high,with a comprehensive satisfaction score of 9.2625 points and economic benefit satisfaction(9.9952)> Satisfaction of social benefits(9.5308)> Satisfaction of ecological benefits(9.4720)> Satisfaction of cultural benefits(8.8713)> Satisfaction of political benefits(8.0757)Policy goal,it shows that the implementation of the poverty alleviation and relocation policy in Enshi City has a significant effect,achieved the “be stable” policy goal basically,but there is still a certain room for improvement in the satisfaction of farmers,especially the promotion and consolidation of the effects of policies such as “integration”,“can get rich”,and “can develop” after the relocation of farmers.Again,on the basis of the above research,the paper draws on the “push and pull” theory,sustainable livelihood analysis framework,social adaptation theory,and the empirical research of Enshi City.The paper proposes countermeasures and suggestions as follows: To improve the policy satisfaction of relocating poor farmers in ex-situ poverty alleviation To consolidate and enhance the effectiveness of the policy,one is to improve the follow-up industry development in the resettlement area to achieve “enrichment”,the second is to improve the community management and service of the resettlement area,and the third is to improve the construction of the cultural service system in the resettlement area “Stable”,the fourth is to promote the improvement of the policy and mechanism of the poverty alleviation and relocation policies and mechanisms,and “can develop”.Finally,make further discussions and prospects on the above research. |
