Research On The Wulanchabu Personnel File Management From The Perspective Of New Public Service

With the development of society and the new values of public service theory involved in contemporary government activities.As an important public information resource,the traditional personnel file management model is facing further changes.In Modern Society,to strengthen the management of cadres and personnel files is not only the need of strict governance of the party,but also the need of the development of the Times.In the future,fully mining the value of cadre personnel file information,open information resources,optimize the allocation of talent is the general trend,is also a necessary means to further strengthen the open government information.Therefore,the Administrative Department of Cadre and Personnel Archives should break the traditional mindset of cadre and Personnel Archives Management,perfect the archives information with new management mode and technical means,and improve the ability of collecting information,management and service.From the perspective of the New Public Service Theory,the author studies the current situation of the WULANCHABU personnel file management,and summarizes the current situation of the WULANCHABU personnel file management by means of questionnaire survey,interview and other research methods,this paper analyzes the main problems existing in the management of the personnel files of the WULANCHABU cadres,that is,the lack of coordination mechanism of the Scientific Archives Management Organization and the incompatibility between the contents and information of the archives and the needs of the modern society,file mannagement and service form run counter to citizens' right to know,etc..The main reasons of these problems are not only the out-of-date regulations of archives management,but also the backward management idea,closed management mode and imperfect information service.This paper analyzes the experience of personnel file management in foreign countries,and puts forward the new direction of establishing the cadre personnel management system oriented to public service.
