The management of cadre personnel files is the cornerstone of the cadre management work,which is directly related to the education,selection and appointment of cadres,and plays a fundamental role in the management of cadres.After decades of development and reform,the management of cadre personnel files has become standardized and mature.However,the research and exploration of cadre and personnel file information management is still in its infancy.If all parties can make efforts to realize the cadre and personnel file information management,it will be of great significance to improve the work efficiency and governing level of government organizations at all levels.Therefore,this article takes the relevant theories of public management as the guide,and uses the city tax bureau as the entry point to clarify the development status of the personnel file management and information construction of the city tax bureau.It focuses on the process of information management and construction of personnel files of the cadre.Existing problems and in-depth analysis of the reasons for the above problems,on the basis of this,put forward targeted countermeasures and suggestions.After analyzing the current situation of cadre personnel file management and informatization construction of the J City Taxation Bureau,it was found that there is a lack of unified planning,weak informationization application methods,low digital file utilization rate,and cadre personnel file in the cadre personnel file informationization management of the J City Taxation Bureau The management information system is relatively closed and other issues.The author analyzes the reasons for the above problems from four aspects: policy factors,capital factors,technical factors,and human factors.Based on this,I propose the following countermeasures:(1)In terms of policies,strengthen the top-level design and establish Improve the institutional system;(2)In terms of funds,establish and improve a fund guarantee mechanism to ensure continuous investment and balanced distribution;(3)in terms of technology,strengthen research on archive information security technologies and establish a set of cadre archive information security maintenance systems;(4)In terms of personnel,establish and continue to improve the mechanism for selecting,appointing,educating,rotating,communicating,rewarding and punishing cadres and personnel file managers,and build a high-quality talent team for file management. |
