China's Personnel File Management Problem And Countermeasures

Mobile personnel file was generated in the early 1980 s a new type of personnel file,as the economic system reform and the personnel system reform continued to deepen and developed a kind of new categories,with further enhance the mobility of social requirements,and break down barriers of government requirements,its management work has been paid more attention.The national policies in this field have been developed for 30 years since 1988,the state issued relevant documents on personnel file management of mobile personnel and determined relevant management policies.By means of literature research,interview survey,data analysis and case analysis,this paper introduced the concept and development history of personnel archives of mobile personnel,sorted out the characteristics in the implementation of policies,took the talent exchange service center of shaanxi province as the sample site,and combined the management of similar institutions in other provinces in China,introduces the current situation of personnel file management.Under the background of current policy in our country the mobile personnel archives management exists problems in management concept,management system,file content management,information development,according to the personnel file management theory,new public service theory and human resources related management theory to analyze the cause of the problem,and cling to the mobile personnel archives management and other personnel file management differences,from optimization of service quality,perfect management system,set up a file content system,accelerate the information-based level aspects put forward feasible measures,further improve the existing management policies.
