Research On Cadre Training In County-level Party Schools From The Perspective Of Supply And Demand Adaptation

Cadre training is a pioneering,basic and strategic project of cadre contingent construction.It provides a solid and powerful talent support and guarantee for us to carry out the great struggle,build the great project,promote the great undertaking and realize the great dream in New Era.Party School system is the main channel and position of cadre training.The improvement of the effectiveness of Party school training,especially the improvement of the training effectiveness of numerous county-level Party Schools,which have an outstanding characteristic of resource rareness,plays a vital role in the construction of cadre contingent and Chinese characteristic socialism in New Era.This paper takes L County Party School as an example,aiming at the outstanding characteristic of resource scarcity of cadre training in county-level Pa rty Schools,and from the perspective of"supply-demand",carries out in-depth empirical research on the cadre training of county-level Party Schools represented by L County Party School.Through the methods of text analysis and questionnaire survey,this paper studies the needs of cadre training in L County Party School,and summarizes the cadre training needs as follows:broad coverage on the breadth of training;pertinence and foresight on the validity of training;Party School main class orientation and grass-roots practical ability orientation on the validity of training;accuracy of training based on subjective,diversified,and informatized methods on the depth of training;orientation to that training process should strengthen exchanges between the cadres on the depth of training;the group orientation to the combination of stratification and classification in schedule setting,small class system,independent study and comprehensive evaluation on the depth of training.Through two special interviews,the supply of cadre training in L County Party School is studied.The supply of cadre training are summarized as follows:normalization of opportunity supply on the breadth of training;differentiation of opportunity supply on the breadth of training;Party School main class orientation and grass-roots practical orientation on the validity of training;prominent targeted feature but insufficient forward-looking feature on the validity of training;distinct characteristics of diversification and informatization but insufficient subjectivity on the depth of training;inapparent orientation to that training process should strengthen exchanges between the cadres on the depth of training;and marginal group demand orientation on the depth of training.By comparison,it is found that the supply and demand of cadre training in L County Party School are not fully adapted:the overall supply is centered on demand,especially organizational demand and job demand,but the quality of supply is not high,such as lack of foresight,lack of subjectivity of trainees,unclear direction of communication and so on.Especially at the level of individual demand,the situation is more obvious.Whether it is training"opportunities"or training"products",supply can t effectively meet demand.At the same time,individual demand lags behind organization demand,job demand and training supply,resulting in the waste of limited training resources and also affecting the effectiveness of training.The ineffective docking of training supply to training demand is manifested in the insufficient coverage of training supply,the insufficient foresight of training supply validity,and the lack of subjectivity of trainees in the depth of training supply.The training demand lags behind the training supply,mainly referring to that the cadres’training demand lags behind the training supply.Taking the training course for young cadres as an example,the causes of incomplete matching between supply and demand are analyzed.As for the reason of inappropriate supply and demand of cadre training,this paper argues that there are both demand-level reasons,supply-level reasons and supply-demand communication level reasons.Cadres are unwilling or unable to participate in Party School training.Supply is neither with effective competition nor with scientific evaluation.The lack of communication between supply and demand under the background of information asymmetry aggravates the inadequacy of supply and demand docking.According to the current situation and problems of supply-demand adaptation in L County Party School cadre training,and in view of the reasons behind the inappropriate supply-demand adaptation,this paper puts forward the countermeasures and suggestions of"building an open training pattern to stimulate cadre training demand","using limited market-oriented means to expand the effective supply of training","promoting the deep integration of unified management and optimizing communication","establishing training evaluation model and evaluating training effect comprehensively".
