Xiamen's "60 Benefit Taiwan Measures" Policy-making Process

The report of the Nineteenth National Congress of the Communist Party of China proposed that Taiwan compatriots should gradually be provided with the same treatment as mainland compatriots in their study,entrepreneurship,employment and life in mainland China,so as to enhance the well-being of Taiwan compatriots.In this context,Xiamen took the lead in promulgating"60 Benefit Taiwan Measures"in other mainland cities on April 10,2018,which provided a demonstration effect for implementing the equal treatment of Taiwanese compatriots and Taiwanese enterprises.At present,the research on the formulation process of policy towards Taiwan in the theoretical circle is still scarce.This paper studies the policy process of Xiamen"60 Benefit Taiwan Measures"from the perspective of Multiple Streams Framework.Firstly,the paper expounds raise of the question and significance of the research,and then forms the contents,methods and technical routes of the research on the basis of literature review,and points out the possible innovations and shortcomings.Secondly,it combs the constitution and localization revision of the Multiple Streams Framework,so as to put forward the main research questions in this paper.Furthermore,in the case part,the policy-making process of Xiamen"60 Benefit Taiwan Measures"is taken as the object and the Multiple Streams Framework is used to conduct a comprehensive investigation.Finally,the explanatory power of the Multiple Streams Framework in policy-making process of Xiamen"60 Benefit Taiwan Measures" is analyzed and discussed,and the main research questions is answered.Through the research,this paper argues that the benefit Taiwan policy-making process is a decision-making process dominated by the party and government,the promulgation of the national benefit Taiwan measures accelerates the opening of the window of local policy,and Policy Stream first promotes the landirng of local benefit Taiwan policy.In theory,this paper adds research materials for the localization of Multiple Streams Framework in China,and provides reference for the development of Multiple Streams Framework.From a practical point of view,it provides a new way of thinking for the study of policymaking towards Taiwan helps to promote the spiritual harmony of compatriots across the Straits.
