Research On The Responsibility Matrix Of Fire Safety Management For The Large-scale Exhibition Activities

At present,the rapid development of exhibition economy in China has become an important driving force for the development of national economy,and the number and scale of large-scale exhibition activities are constantly expanding.However,due to the high concentration of people,money and goods in large-scale exhibition activities,if there is no good supervision,safety accidents will easily occur.In many safety accidents,fire accidents are easy to form a disaster chain because of their sudden,destructive and complex nature.The fire safety management of exhibition activities has been paid more and more attention by government departments,exhibition industry and ordinary people.How to effectively carry out fire safety management and scientifically implement fire safety responsibility has a certain practical significance for the safety management of large-scale exhibition activities at this stage.By combing the relevant literature and referring to the research results at home and abroad,it is found that the fire accidents in exhibition activities have the same common characteristics as other safety accidents,such as sudden,comprehensive causes,duality of consequences,and preventability to a certain extent.At the same time,they also have some personality characteristics,such as all-weather,all-round,whole-process and all-staff.There are three reasons for fire safety accidents in the exhibition,namely,the multi-subject management is liable to lead to decentralization of responsibilities,the inadequate organization and management breeds hidden dangers of fire safety,and the site and human high-risk factors run through the whole exhibition cycle.In the fire safety management of exhibition activities,any omission may lead to the occurrence of fire accidents.Therefore,to a certain extent,it can reduce the occurrence of exhibition fire accidents by defining the allocation of responsibilities among the main bodies in the fire safety management of exhibitions and strengthening the implementation of responsibilities.The main body of responsibility for fire safety management in China's fire laws and regulations is stipulated,including relevant government departments,units and individuals,but the details of fire safety management in specific exhibition activities have not yet been involved.Therefore,combined with the law and the actual situation of exhibition management,the paper puts forward five main responsibility subjects of exhibition fire safety management,including the main contractor,venues,government authorities,industry associations and exhibitors,and explains the due responsibility of each subject in exhibition fire safety management.In the investigation of the present situation of fire safety management in China's exhibition activities,it is found that there are some problems in the actual management process,such as unclear allocation of responsibilities of each main body and inadequate implementation.During the preparation period of the exhibition,the responsibility attribution is not clear,and there are some deficiencies in the daily fire safety management work.In the process of the exhibition,the responsibility orientation is relatively vague,and the multi-agent cooperation is unbalanced in the fire prevention work.When the fire accident happens in the exhibition activities,the responsibility system is rigid and the response efficiency of emergency management on site is not good.To a certain extent,the establishment of responsibility matrix for fire safety management of exhibitions can solve the existing problems of responsibility allocation and implementation.Firstly,the feasibility of establishing the matrix is discussed from two aspects of theory and practice.Secondly,according to the three elements of establishing the responsibility matrix of fire safety management in exhibitions: key roles,key processes,and key stages,the first step defines the key role aggregation,that is,the main contractor,venues,government authorities,industry associations and exhibitors.Secondly,from the fire safety management,the second step defines the aggregation of key roles.In sorting out relevant laws and regulations,such as laws and regulations on large-scale mass activities,the sources of theoretical elements related to the fire safety management of exhibitions are extracted,including the formulation of emergency plans,drills,daily fire safety inspection,fire fighting and rescue,etc.The practical aspects of fire emergency plans for specific exhibition activities,regulations on fire safety management of venues and exhibitors' guides for participation in exhibitions are also extracted.The third step establishes three key stages,i.e.the preparatory period of the exhibition,the holding period of the exhibition and the sudden fire period of the exhibition,combined with the exhibition process,the law of fire accidents and the emergency management process.Finally,under the principle of diversification of the main body of responsibility,standardization of responsibility allocation and accuracy of responsibility implementation,fire safety management of three key stages is established respectively.Responsibility matrix,combing the five main responsibilities in different stages of the specific allocation of responsibility,clear the responsibility and position of the main responsibility in the key process.In order to make up for the relative static deficiency of the responsibility matrix model,the grid linkage mechanism of various departments is formed to improve the dynamic effect of the management in connection with the actual fire safety management of the exhibition.Including the establishment of fire administrative license approval,reporting linkagemechanism,fire safety information sharing mechanism,fire hidden danger political linkage mechanism and fire fighting and rescue linkage mechanism,and internal and external constraints and incentives in accordance with the management game principle,to promote the continuous running-in of all the responsible subjects in the matrix,and ultimately achieve balance and achieve the optimal management effect.In addition,relevant policy support should be issued to institutionalize the implementation of responsibility matrix;strengthen fire safety training at the grass-roots level to shift the focus of fire safety management;strengthen fire safety propaganda and education,expand the main body involved in supervision and management,so as to promote the implementation of fire safety responsibility matrix in large-scale exhibition activities and promote fire safety management in the whole exhibition industry.The perfection and development of the system will improve the scientificity and reliability of fire safety management in exhibition activities.The innovation of this paper is to study and establish the responsibility matrix model and dynamic linkage mechanism from the perspective of responsibility allocation and implementation,combining with the content of safety management of exhibition activities.It provides a reference method for multi-responsible bodies to jointly carry out fire safety management of exhibition activities.The responsibility matrix model of fire safety management for large-scale exhibition activities proposed in this paper is not enough to cover all types of exhibition activities at present,and needs to be further studied.
