Research On "Town-to-City" Under The Background Of New Urbanization

New-type urbanization is an important strategic decision of China's modernization construction,and also an important "locomotive" of China's modern economic and social development.One of the reasons why the new urbanization development is "new" is that it pays more attention to the healthy operation of the urban system,that is,the balanced development of large,medium and small cities.Under the background of new urbanization,exploring and researching the innovative practice of China's urbanization development path has important academic and practical value.In recent years,the cultivation and development of small and medium-sized cities is an important part of the development of new-type urbanization,and the logical path of its development has been paid more and more attention and discussed by academia.Among them,"town to city" reform is an important way to cultivate and develop small and medium-sized cities."Town-to-city" mainly refers to the transformation of the system and mechanism of "strengthening towns and expanding power",the improvement of infrastructure,the promotion of urban public services,and the cultivation of urban culture and urban spirit,so as to upgrade the "economically developed towns" which have the conditions of population,economy and central area of towns into "new small cities" with urban functions.The practice of "town-to-city" began in Zhejiang and Guangdong provinces,and has now been explored and implemented in many provinces.D Town and Y Town are the national pilot towns of "strong town expansion" and provincial pilot towns of "strong town expansion" respectively,and D Town and Y Town have the early foundation of "town to city" in terms of economic strength,supporting infrastructure and public service functions,and have the potential to develop into a modern "small city".In addition,in the process of "town-to-city" development in the past two years,D and Y towns have introduced many policies and measures to promote the cultivation and development of "new small cities",such as improving the urban administrative system,promoting the upgrading of urban public service functions and infrastructure,paying attention to the integration of urban and rural development,and taking the town center as the "growth pole" to radiate and drive the development of surrounding villages,and so on.In the past two years,D Town and Y Town have initially taken the shape of a modern "small city".Their economic strength has been strengthened,their urban infrastructure has been gradually improved,and their public service functions have been gradually enhanced.A new "growth pole" has been formed in the county area.However,in the process of exploring and developing "town-to-city" reform,there are inevitably some problems.For example,the reform of administrative management system can not adapt to the development of modern "small cities".There are fewer talents for urban construction and management,uneven distribution of local finance and insufficient supply of land and funds,all of which have become the major limits for the further development of "new small cities".System factors.Therefore,in view of the existing predicament of the development of "new-born small cities",this paper puts forward some countermeasures and suggestions to promote the healthy development of "new-born small cities",such as deepening the reform of administrative system of "new-born small cities",strengthening the construction of "town-to-city" system,increasing the support of elements of urban development,promoting balanced development of urban and rural areas,and so on.
