Research On The Strategic Partnership Between The China And The Czech Republic

In recent years,the relation between China and CEE countries have become increasingly close.As the forerunner of developing bilateral relations between China and CEE countries,the pragmatic diplomacy of the Czech Republic and the policy of partner diplomacy promoted by China have formed a policy.After a series of bilateral friendly events,in March 2016,Chinese President Xi Jinping first visited CEE countries and choose the Czech Republic,and announced that he would raise the relationship between the two countries to the level of“strategic partners”.The two countries exchanged high-level visits frequently and economic and trade exchanges have continued to increase and humanities exchanges have developed rapidly.It can be said that the relationship between the two countries has entered the best period of history.However,human rights,ideology and other factors have led to the tortuous development of relations between the two countries.The Czech Republic still has problems such as "doubt against China".Therefore,it is necessary to explore the root of the problem and rationally understand it from history."Partner diplomacy" is a diplomatic model with Chinese characteristics.In the hierarchy of partner diplomacy,"strategic partners" belong to the high-level strategic level,which mainly emphasizes the strategic and global role of the target countries at the regional level.The proposal of the belt and road has created realistic conditions for the China-Czech cooperation and interconnection.The Czech Republic has a good political and economic environment,a relatively sound investment environment,a high-quality workforce,a broad European market,a solid industrial base and convenient transportation,etc.,so the Czech strategic advantage at the regional level is obvious.At the same time,the Czech Republic's subjective willingness to participate in the construction of the “the Belt and Road” is strong,indicating that it is willing to become China's “gateway” to enter the European market,so it can play an important strategic role in CEE countries and the EU.However,due to the differences in social system and ideology,there are differences in the recognition of "strategic partners" between China and Czech Republic.Therefore,the development of bilateral relations under strategic partnerships needs to be carefully maintained.The steady development of the China-EU comprehensive strategic partnership and "16+1" cooperationhas provided an important external guarantee for the establishment of China-Czech strategic partnership.China-Czech relations serve the four major partnerships between China and Europe,and reflect the internal operation of the China-EU Cooperation Mechanism.At the sub regional level in CEE countries,the understanding between China and Czech in the framework of the "16+1" cooperation has gradually increased,and the interaction has been gradually closer.In recent years,China-Czech cooperation has become a model of "16+1" cooperation and a leader in the construction of “the Belt and Road”.Relying on the "16+1" cooperation framework to establish a cooperation mechanism with bilateral characteristics of China and Czech is the goal of the two countries.The cooperation between China and Czech Republic is gradually moving towards institutionalization.The China-Central and Eastern European Governors Association has settled in the Czech Republic and made it a constructive role in local cooperation.The successful holding of the China Investment Forum has opened the door for China's investment,and the Intergovernmental strategic dialogue mechanism is also under intensive preparation.Strengthening local cooperation and third-party cooperation is the focus of China-Czech cooperation.The institutionalization of the LLM of China-CEEC has promoted the development of local cooperation.Local cooperation between Sichuan,Hebei,Zhejiang and Liaoning provinces and Czech Republic has become a model.The role of Germany in third-party cooperation can not be ignored.The practice of China-Czech cooperation has produced good results.The political,economic,trade and cultural exchanges between the two countries have developed in an all-round way,but the differences in strategic needs and imbalances between the two countries cannot be ignored.From a global perspective,the cooperation between the two countries will inevitably be affected by the EU,Russia and even the United States.Therefore,the cooperation between the two countries under the strategic partnership still has a long way to go,which requires careful care from both sides and more pragmatic results.So how do China and the Czech Republic communicate in history? Why had they experienced a long period of "cold period" ? What is the reason for the two countries to open a new historical dialogue and establish a strategic partnership? In the “16+1” cooperation framework and “the Belt and Road” initiative,how is the cooperation under the China-Czech strategic partnership carried out? What impact will this have on China-CEE countries' cooperation and China-EU relations? What are the challenges in the cooperation between the two countries and how to avoid them to the greatest extent? These are the issues that this article will study.In order to study these problems more clearly and systematically,this paper will use the literature analysis method and historical analysis method to study the development history of China-Czech relations and the practical cooperation practice,effects,challenges and suggestions after the establishment of China-Czech strategic partnership.On this basis,the paper will be divided into four parts:The first part mainly sorts out the history of China-Czech relations,using the key nodes of historical institutionalism and the path dependence theory,and observes the development and changes of the three stages of China-Czech relations from the time dimension and the institutional dimension respectively,and analyze how the relationship between the two countries has changed from "comrade" relationship to "extraordinary person" who blames each other.What is the historical opportunity that has led to establishment of the strategic partnership between China and Czech Republic.The second part mainly discusses the nature of China-Czech strategic partnership and discusses the reasons for the transition of China-Czech relations: China's need for the construction of “the Belt and Road” and the unique advantages of the Czech Republic,the Czech pragmatic friendly policy collided together,produced the effect of "1+1>2".China-Czech relations continue to develop friendly on the China-EU comprehensive strategic partnership and the China-CEE "16+1" cooperation mechanism platform.The third part mainly discusses the cooperation practice and effect of the strategic partnership between the two countries.It uses the relevant theories of international mechanism to analyze the cooperation practice of the strategic partnership between the two countries.Under the "16+1" cooperation mechanism,China-Czech cooperation is committed to institutionalization,local cooperation and third-party cooperation.This has produced good results.China-Czech has seen an unprecedented increase in cooperation and exchanges in the political,economic,trade and humanities fields,but we must also see that there are still imbalances in the strategic needs between China and Czech.The fourth part mainly discusses the factors affecting the development of China-Czech strategic partnership,including international challenges and internal issues of cooperation between the two countries.Therefore,the final discussion on how to better reduce thechallenges,and it requires improving the organizational structure,strengthening strategic docking,coordinating international factors and strengthening pragmatic cooperation in key areas.
